What’s this about?
The NSW Government is undertaking a strategic assessment of forestry operations in NSW Regional Forest Agreement (RFA) areas under Part 10 of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
This strategic assessment will consider a landscape-scale approval for forestry operations in NSW RFA regions, before the end of the EPBC Act exemption on 1 July 2027. The assessment aims to provide a foundation for forestry operations and future decision-making while protecting Matters of National Environmental Significance (MNES).
The assessment commenced with an Agreement between the Commonwealth and NSW Government. Following this, the Terms of Reference have been drafted and are required to be published for public comment for a period of at least 28 days (as per Section 146(1B)(b)) of the EPBC Act.
The Terms of Reference set out:
- the purpose and scope of the Strategic Assessment
- the proposed assessment approach
- the information and evidence to be considered
- the socio-economic considerations (including stakeholder engagement requirements)
- the expected outputs of the assessment.
This is your opportunity to provide feedback on the draft Terms of Reference. The final Terms of Reference will be used to guide the draft Strategic Impact Assessment Report (SIAR) and policy, plan or program (PPP) to be delivered in early 2027.
Have your say
Have your say by 11:59pm Friday 16 October 2026. Due to tight timeframes, late submissions cannot be accommodated.
Feedback information
A stakeholder engagement plan has been adopted to guide the feedback process for the strategic assessment.
At this stage, the NSW Government is seeking feedback explicitly on the draft Terms of Reference – there will be future opportunities to comment on the draft Strategic Impact Assessment Report (SIAR) and Policy, Plan, or Program (PPP) once they have been drafted.
Feedback outside the draft Terms of Reference may be noted as part of the consultation but not considered in the assessment.
Note: All submissions will be made public on the Commission’s website unless clearly marked confidential or it contains material that is defamatory, offensive or in breach of any law.
Contact information
Please contact the Natural Resources Commission at nrc@nrc.nsw.gov.au if you require a hard copy of the Terms of Reference, or if you require further information or have reasonable access needs.
There are 3 ways to provide feedback.
