Liverpool Hospital is a major health service in south western Sydney and is among the busiest in NSW. The Liverpool Health and Academic Precinct (LHAP) is a $830 million redevelopment of Liverpool Hospital and a new education and research hub.
LHAP will provide a significant boost in health services to south western Sydney’s growing population through an integrated cancer centre, expansion of the hospital’s Emergency Department, neonatal intensive care, maternity and children’s services, and ambulatory and outpatient care.
The project also includes a new multi-storey car park, completed in 2022.

The project will:
- Provide enhanced facilities and an increased capacity to meet future significant population growth for south western Sydney.
- Improve the overall quality of healthcare and enable a more integrated service encouraging the participation and partnership of health, research and education providers within the greater Liverpool area.
- Replace the smaller existing multi-storey car park on the site, with a new multi-storey car park providing 500 additional spaces across the campus.

The project includes:
- An integrated cancer centre (including inpatient, ambulatory, diagnostic, outpatient and research facilities).
- Critical care services (Emergency Department, intensive care, Neonatal Intensive Care Unit and special care nursery).
- Maternity and paediatric inpatient and ambulatory care facilities.
- Aged care and rehabilitation expansion.
- Ambulatory care and outpatient clinical spaces.
- Expansion of interventional radiology and day surgery services.
- Expansion of haematology services including bone marrow transplant.
- Associated clinical and non-clinical support services.
- Facilities and capacity for further teaching and research in partnership with industry and higher education partners.
- A new multi-storey car park.
Background
The first stage of the redevelopment of Liverpool Hospital was completed in October 2024.
The project includes clinical and non-clinical services infrastructure to expand, enhance and optimise current capacity at Liverpool Hospital including:
- Integrated cancer services (including inpatient, ambulatory, diagnostic, outpatient and research facilities).
- Critical care services (emergency department, intensive care, neonatal intensive care unit and special care nursery).
- Maternity and paediatric inpatient and ambulatory care facilities.
- Ambulatory care and outpatient clinical spaces.
- Expansion of interventional radiology and day surgery services.
- Implementation of renal transplant services.
- Expansion of haematology services including bone marrow transplant.
- Associated clinical and non-clinical support services.
- Facilities and capacity for further teaching and research in partnership with industry and higher education partners.
Early works
Early works prepared the site for construction and was delivered across two packages of works:
Main works
Main works is programmed across two stages, consisting of both new build and refurbished space.
Stage 1 main works was completed in October 2024 and includes a new hospital, maternity services, outpatient and support services, including a new pathology department and an expansion of the emergency department (delivered in 2025).
Stage 2 main works includes constructing the new Integrated Services Building, which includes outpatient clinics, inpatient units, a new Wellness Centre and loading dock.
Refurbishment works
Refurbishment works will be staggered across both Stage 1 and Stage 2 of main works in order to minimise disruption to the facility. The works in this package include upgrades and refurbishment of the following areas:
- Surgical short stay unit
- Operating theatres
- Interventional radiology
- Intensive Care Unit
- Emergency Department.
Main works construction activities include demolition of old buildings, construction of new hospital buildings and refurbishment of existing hospital spaces. The works will be delivered by contractor Lendlease and will be programmed across two stages.
Stage 1 works are now complete. Key features include:
- new birthing unit
- expanded neonatal intensive care unit
- new pathology department
- additional medical imaging department
- Emergency Department expansion (opening in 2025)
- new hospital main entrance
- outpatient and support services (general clinics)
- new pharmacy.
This stage is complemented by completion of the new multi-storey car park delivered in 2022.
Stage 2 works are scheduled for completion in 2027. Key features include:
- New integrated services building including:
- new inpatient units
- integrated cancer centre including the Australian Cancer Research Foundation (ACRF) Oasis Wellness Centre
- increased women’s and children’s ambulatory care
- enhanced corporate support services.
Background
As part of the $780 million investment in the redevelopment of Liverpool Hospital, building on the previous $397 million redevelopment completed in 2012, an additional $50 million was committed for a new multi-storey car park. The new car park has replaced the former P2 car park, providing 500 additional spaces across campus.
The endorsed LHAP masterplan identified the need to demolish the existing P2 multi-storey car park to help realise efficiencies across the site in support of the campus masterplan. In March 2019, the NSW Premier Gladys Berejiklian announced $50 million towards 500 new parking spaces at Liverpool Hospital to help meet the projected growth associated with the redevelopment to 2026.

Project status
ADCO Constructions Pty Ltd completed the 7-storey car park in September 2022. Approval for the new multi-storey car park was granted in December 2020 following a tender process and development application.
The new multi-storey car park is accessed via Burnside Drive and is open daily to the public from 6am to 10pm. The new car park provides easy access to Entrance J, also known as the 24 hour entrance. The facility is boom-gated with security, lighting and CCTV to provide safe parking options, and includes rooftop solar panels to support improved sustainability for the broader Liverpool Health and Academic Precinct.
Early works are the construction activities such as demolition, road works and upgrades to services like gas, electricity and stormwater to help prepare the site for construction.
Package 1 of early works for the Liverpool Hospital redevelopment was delivered by contractor, Roberts Co. The works in this package included:
- Upgrades to ground services such as gas, electricity, sewer and stormwater in Campbell Street, Goulburn Street, Forbes Street and Elizabeth Street.
- Construction of new roads on the eastern side of the hospital campus.
- Demolition of the former ambulance station at 43 Forbes Street.
- Demolition of the Ron Dunbier building on Burnside Drive.
- Works to prepare the site on campus and along surrounding streets, with stormwater, sewer and service upgrade activities were completed in late August 2020.
Temporary impacts on Campbell, Goulburn and Elizabeth Streets included:
- street parking restrictions
- pedestrian route changes due to footpath works
- temporary relocation of pedestrian crossing on Goulburn Street. Detours and traffic control were in place to support pedestrian and vehicle traffic flow in the area while these important works progress.

Disruptions will continue across the hospital campus until project completion in 2026, we’ll aim to provide ample notice of works to help reduce the impact on patients, visitors and staff.
Early Works Package 2 commenced in May 2020 and continued into 2021.
Early works to prepare the site for construction commenced in January 2020 and continued into 2021 across two packages of works - Early Works Package 1 and Early Works Package 2.
Package 2 of early works for the Liverpool Hospital redevelopment was delivered by contractor, Multiplex. The works in this package included:
- construction of a temporary education facility on Eastern Campus
- reconfiguration and connection of P1 and P3 car parks
- temporary relocation of engineering office, distribution centre and
- telephone switch room
- new kitchen facility
- new mortuary
- refurbishment works.

The impacts to our hospital visitors included:
- reduced parking in P1, P2 and P3 car parks (accessible parking spaces will be maintained where possible)
- alternate pedestrian routes around the hospital
- potential dust, noise and vibration during demolition.

Frequently asked questions
The redevelopment includes demolition works to some of the existing hospital buildings and the refurbishment of other buildings. As part of early works, the Ron Dunbier building and old ambulance station were demolished. The first stage of main works saw the demolition of the former Thomas and Rachel Moore Education Centre.
The second stage of main works commenced in 2024 and will see further demolition of exisiting buildings on Goulburn Street including the Alex Grimson building, Cancer Therapy Centre and the Pathlogy building. There will be no reduction in the quality of patient care, and those affected by relocations or temporary movement of services will be provided with appropriate notification.
The redevelopment will be supported by a workforce plan to train, recruit and retain staff to meet the future growth of Liverpool Hospital.
Car park
Construction commenced in December 2020 and was completed in September 2022. The new car park is now open to staff, patients, carers and the community between 6am to 10pm daily, accessible via Burnside Drive.
Hospital
Early works on the Liverpool Hospital redevelopment (Liverpool Health and Academic Precinct) commenced in early 2020, followed by main works which commenced in late 2021.
Construction is expected to be completed in 2027, followed by a program of refurbishment works within existing buildings.
