Sector Performance Report 2023
This report provides insights on regulatory performance, trends and patterns across all three tiers of the community housing sector for the period 1 July 2022 to 30 June 2023.
Message from the Registrar
The number of community housing providers continues to grow with now over 200 CHPs registered in NSW.
In this reporting period we have seen 25 new providers being registered while there have been 5 cancellations for the corresponding period. This equates to a net increase of 20 providers this year.
Historically, the growth in the community housing sector for NSW has been driven by management transfers and vesting of title during the Nation Building Economic Stimulus Program following the Global Financial Crisis of 2008.
More recently, there has been an increasing appetite for the establishment of stand-alone legal entities, known as Special Purpose Vehicles, which has been driven in part by NHAC, now Housing Australia as well as the three government Housing Agencies. These Special Purpose Vehicles ring-fence financial and other risk around a project, or group of projects. It is expected that this trend will intensify significantly as a result of the Federal Government's recently legislated Housing Australia Future Fund.
Each of the following slides provides insights into the continued growth of the sector and corresponding performance results. There have been some continuing impacts to certain metrics. Of particular note is the slight decline in tenant maintenance satisfaction which providers report is due to the backlog of maintenance work and inspections due to Covid related restrictions in the early part of the reporting year and an increase in eviction rates from the previous period as a direct result of eviction restrictions being lifted by the NSW Civil and Administrative Tribunal since Covid related restrictions eased.
Our office will continue to monitor the situation.
The majority of providers are continuing to meet the Registrar's benchmark levels of performance with no significant instances of non-compliance in this reporting period.
I would like to acknowledge the continued and valued input from our team, community housing providers, industry peaks and supporting Agencies, including the Housing Agencies in ensuring a well governed, well managed and viable community housing sector that meets the
housing needs of tenants and provides assurances for government and other investors into the sector.
