The process for direct dealing with Homes NSW
What type of proposals we will consider
Homes NSW considers direct dealing proposals that demonstrate:
- strong alignment with NSW Government and Homes NSW housing and homelessness priorities
- a clear and justified rationale for direct dealing
- deliverable, well‑planned solutions that manage risk appropriately
- value for money and responsible use of public resources
- capability and capacity to deliver the proposed outcomes.
Direct dealing is not routine and is only considered where it is appropriate and justified.
How the direct dealing process works for your type of proposal
While the Guidelines set out the overall approach to direct dealing, Homes NSW uses assessment frameworks to provide more detailed, deal‑specific guidance for different types of proposals.
Each assessment framework:
- applies to a particular type of project or transaction
- explains who is eligible to submit a proposal
- sets out the stages of the process, step by step
- describes what Homes NSW looks for and what information is required at each stage
Assessment frameworks
Proposals to buy, sell or develop Homes NSW land or property, or to redevelop CHP-owned land in partnership with Homes NSW, will be assessed under the Assessment Framework for Property Direct deals.
