Capital works fund planner overview
From April 2026 all new and reviewed 10-year capital works fund plans (10-year plans) must use a new standard form.
The Capital works fund planner is a digital tool to help you produce a 10-year plan that complies with this new standard form.
Your scheme can choose to start using the Capital works fund planner now to get ready ahead of the changes.
All 10-year plans must be reviewed at least every 5 years with yearly reviews recommended to help strata schemes set annual budgets and levies.
The Capital works fund planner makes it easier to review and update your plan by providing prefilled information.
A 10-year plan is required for all schemes except for some two-lot strata schemes that meet certain exemption criteria.
How the Capital works fund planner supports smaller schemes
Any strata scheme can use this planner, but smaller schemes (typically 3 to 6 lots) may gain the most benefit because it allows strata committees to create compliant 10-year plans without the cost of outsourcing.
While all schemes should consider the expertise needed to ensure their 10-year plan is fit for purpose, larger and more complex schemes may wish to engage external specialists and review the proposed plan to ensure it meets the needs of their scheme.

A Word version is available to download from Strata Hub’s document library or the NSW Government website if you do not wish to use the digital.

Preparing your first Capital works fund plan from the first AGM
Newer strata schemes will need to prepare their first 10-year plan to start from the first annual general meeting (AGM) of the owners corporation. This will be informed by the initial maintenance schedule that the original owner (usually the developer or builder) prepares.
What to consider before making your first plan
For help creating your plan, we recommend that you first speak with:
- a qualified quantity surveyor: they specialise in building maintenance costs and can prepare a plan that complies with strata laws. It may also be useful if they do an onsite inspection. To contact a surveyor, visit the Australian Institute of Quantity Surveyors website.
- a building consultant: for older buildings or those with complex issues, a consultant can help identify future maintenance needs.
- your strata managing agent (if you have one): they can organise the plan or recommend expert services.
How to use the Capital works fund planner
To access and use the Capital works fund planner, you must meet these criteria:
- your strata scheme is active on Strata Hub
- you are registered as a contact on Strata Hub in one of these roles: strata managing agent, chairperson, secretary, strata scheme reporter.
If you are a treasurer, you will need to work with someone in your strata scheme who has access. You may wish to organise time to sit with them to complete the process.
How to create a plan
- Log in to Strata Hub
- Click on the left-hand panel and select the icon, ‘Capital works fund planner’.
A scheme can have only one in-progress plan at a time. There may be different draft versions of that plan which can be accessed from the ‘Your in-progress plan’ dashboard.
Once completed, a plan can be edited by the secretary, chairperson, strata managing agent or individual reporting the scheme.
Create a new plan
- Access Capital Works Fund Planner, select ‘Create new plan’.
- Agree to the disclaimer.
- Select ‘Next’.
- If you have more than one strata scheme, you will need to select the scheme you are building a plan for. Enter or select the strata plan number and select ‘Next’.
Add capital works fund information
- Enter the current balance of your capital works fund (if blank).
- Select the GST status of your fund.
- Enter the number of unit entitlements in your scheme. (Note: the strata plan will show the unit entitlement for each lot).
- Enter the quarterly capital works levy per unit entitlement including GST.
- Select ‘Next’.
Add expected costs
- Enter the current costs (including GST) for each item in each required category.
- Select the years for which this cost applies. Note: you will be able to account for inflation as a later step in the process.
- Select ‘Next’, this will take you to the next screen in the list.
- To add items, select ‘Add item’.
- Enter the item required, the current cost and the years it applies.
- Note: you can toggle between the different categories of expected costs. To move to Review plan, go to ‘Other’ and select ‘Next’.
Review and complete your plan
- Enter the Contingency value.
- Enter the Assumed rate of building cost inflation.
- Select ‘Calculate total expenditure’. This will display the Adjusted expenditure.
- Select ‘Update revenue’. This will display Adjusted revenue.
- Select ‘Next’.
- Select ‘Complete plan’. Note: this will generate a draft or the latest draft PDF that will include the data entered. You will still be able to make changes to the data entered and generate an updated PDF.
Edit your plan
If your plan is in progress
- An in progress draft plan needs more details entered or revised and has not yet been approved by the strata committee at the annual general meeting.
- Access Capital Works Fund Planner, then review the ‘Your in progress plan’ dashboard.
- Select ‘Edit’. The system will navigate you to the last accessed screen.
- Enter all the details required in ‘How to create your plan’.
- Select ‘Complete plan’ to finish.
If you have completed a plan
A capital works fund plan will be completed once it is approved by the strata committee during the annual general meeting. It can be edited by the strata committee members.
- Access Capital Works Fund Planner, select the ‘Create new plan’ button.
- Agree to the terms and conditions.
- Select ‘Next’.
- Search for your Strata scheme by typing in the strata plan number in the field ‘Which scheme are you building a plan for?’.
- Select ‘Copy the information from the previous plan’ if you want the system to provide you details of the earlier completed plan. To start over, select ‘Start again with a blank plan’.
- Enter all the required details in ‘How to create a plan’ and select ‘Complete plan’ to finish.
How to view a plan
The landing page for Capital Works Fund Planner will display any in-progress and completed capital works fund plans.
- Select ‘Download’ to download a copy of a completed capital works fund plan. You can also download a draft plan from the Complete plan screen.
- On the landing page, select ‘Edit’ to view a draft version of the plan.
