Development for seniors housing is allowed under State Environmental Planning Policy (Housing for Seniors or People with a Disability) 2004 (Seniors SEPP), subject to a set of specified prerequisites and in certain circumstances a Site Compatibility Certificate (SCC).

A change has been proposed to the state policy governing housing for seniors and people with a disability about the use of SCCs.

The proposed amendment of the Seniors SEPP addresses the issue of incremental expansion of land for housing through SCCs.
