Industry advice to Government

Established in March 2021, the Property Services Expert Panel brings together representatives from across the sector to provide advice and recommendations to the NSW Government.

It will also support the roll-out of some significant reforms, including property and tenancy law reform, agent qualifications and professional development requirements. 

The Property Services Commissioner, John Minns, will work closely with the panel to strengthen its advice to Government.

Why the panel is needed

More than 37,000 property services professionals work in NSW, including:

  • real estate sales, buying and leasing agents - both residential and commercial
  • stock and station agents – buying and selling parcels of rural land and livestock
  • business agents – acting as brokers for the buying and selling of businesses
  • strata managing agents – acting for over 83,000 owners corporations in strata-titled buildings, and over 3,000 community land schemes.

This sector contributes over $100 billion to the NSW economy and employs more than 37,000 people across the state. So it’s important it has a voice in Government discussions on the issues and opportunities ahead.

Panel priorities

The panel has played a crucial role in advising Government about changes to COVID-19 pandemic restrictions.

The panel also advises Fair Trading on the continuing professional development (CPD) needs of licensees and keeping educational qualifications requirements up to date and responsive to market trends.

In 2022, some rules that guide this sector will be updated. The panel is providing ongoing insights into this and other legislative reforms.

John Minns (Commissioner)
John has over 30 years’ experience in property industry leadership and transformation with Independent Property Group, Dexar Group and Laing & Simmons. John sold his interest in Independent Property Group in mid-2021. As Property Services Commissioner, John will bring his skills in property industry leadership to deliver new opportunities and performance benchmarks for consumers and the industry. Innovation, technology, collaboration, and education will be important elements in achieving these objectives.

Chris Duggan (Chair)
Chris is the President of Strata Community Association NSW, the peak body for strata management in NSW. During his tenure, Chris has collaborated with Government, consumers and stakeholder groups to further the professional standing of strata management and establish a Professional Standards Scheme for strata managers in NSW.

Sasha Boe
Sasha has worked in the property vocational education and training sector for over 25 years. She is the founder of Real Estate Training Solutions and the longest sitting Director and Vice-Chair on Arts, Communications, Finance Industries and Property Services (ACFIPS) Industry Training Advisory Board.

Peter Baldwin
Peter is the Chief Executive Officer and Company Secretary of the Australian Livestock and Property Agents Association. He is a leading property auctioneer, third-generation licensed stock and station and real estate agent with over 35 years' industry experience throughout rural and metropolitan NSW.

Bryan Wilcox
Bryan is the CEO of the Real Estate Employers’ Federation (REEF), the real estate industry’s leading workplace relations advisory service. Bryan has worked in the industry for more than 35 years. He holds a class 1 real estate agent's licence in NSW, a Bachelor of Business and a Masters of Business Administration.

Angus Raine
Angus is Executive Chairman of Raine & Horne Group, which employs over 3,000 people across Australia and abroad. Angus is a licensed real estate agent, a certified stock and station agent, business broker, and registered real estate valuer. He is also a member of the Reserve Bank of Australia’s (RBA) Industry Liaison Group.

Joan Bird
Joan is the licensee and principal at Ray White Jindabyne. She has extensive experience in the short-term rental accommodation industry and a passion for regional business. For the last 3 years, Joan has worked with a voluntary association focusing on the development of short-term rental property initiatives and legislative requirements.
