The Snowy Mountains Special Activation Precinct is a 40-year vision which will deliver long-term economic prosperity by transforming the Snowy region into a high-quality year-round destination to be enjoyed by locals and visitors alike.
The NSW Government is investing $242 million into the precinct. By leveraging the region’s environmental, cultural and landscape attributes, the precinct will create long-term sustainable growth and deliver critical infrastructure facilitating diverse housing and tourism, benefiting the community.
The Master Plan outlines the vision and key principles for the Snowy Mountains Precinct, to be delivered over a 40-year period. It also identifies areas to be addressed in more detail as part of Delivery Plan and Development Control Plan.

The Snowy Mountains Precinct Delivery Plan, led by the Regional Growth NSW Development Corporation (RGDC), sets the requirements for the development of catalyst sub-precincts - areas that will activate future new development while addressing environmental, social and economic considerations. RGDC supports new and existing businesses with its the streamlined planning process.
The Jindabyne Mountain Bike and Adventure Park is a catalyst sub-precinct in the Master Plan and Delivery Plan.

RGDC is seeking an operator with mountain bike or adventure tourism experience. They will be required to operate, maintain and grow the Mountain Bike Park and will have the opportunity to develop and operate an adventure park on site.
Additional tourism related commercial opportunities include development of accommodation, food, retail and events activation.
The Jindabyne Mountain Bike and Adventure Park aims to harness the natural attributes of the Snowy Mountains region. World-class mountain bike, adventure and recreational facilities will transform the region into a year-round adventure and tourism destination.
The Jindabyne Mountain Bike and Adventure Park aims to:
- Create year-round employment opportunities
- Boost year-round tourism and support local businesses.
- Enhance community recreation infrastructure.
Registration of interest (ROI) and Expression of Interest (EOI) process
It is a way for parties to register their interest and receive updates about the project and the EOI process.

Businesses and operators with experience in tourism, recreation, or infrastructure development are encouraged to apply.
The EOI is the first step in a two-stage procurement process to find an operator for the Jindabyne Mountain Bike and Adventure Park. The EOI process helps identify and shortlist suitably qualified proponents who will be invited to submit detailed proposals at a Request for Proposal (RFP) stage.
The EOI documentation will be made available through the buy.NSW Supplier Hub. Interested parties must be registered as suppliers on buy.NSW to access the documents.
Location and site features
The Jindabyne Mountain Bike and Adventure Park site is located 3 kilometres west of Jindabyne’s town centre. The site is bordered by Alpine Way to the west and Kosciuszko Road to the north.
The site covers 500 hectares of undulating terrain. The western section of the site feature dense wooded areas around Widows Creek and a watercourse that flows into Lake Jindabyne. The site is characterised by rolling open grasslands, scattered eucalypt regrowth and granite rock formations that are iconic features of the region. The site offers 300m of elevation from the base to a high station resulting in 360-degree panoramic views of lake Jindabyne and surrounding mountains.
Regional Growth NSW Development Corporation (RGDC) is overseeing the project and provision of enabling infrastructure, including construction of road access, and the first stage of car park, visitor amenities and mountain bike trails.
The Master Plan permits a range of recreation activities to be developed on the site including:
- up to 60km of purpose-built mountain bike trails and walking trails for all skill levels
- adventure activities such as high ropes, luges or zip lines
- visitor amenities such as toilets, bike hire, retail and food outlets
- eco-accommodation
- function and events centre.
It is expected that the initial stage of development will focus on establishing the mountain bike park and the first adventure activity.
Infrastructure and access
The enabling infrastructure, delivered by RGDC, will focus on establishing the Mountain Bike Park and main activity hub. This includes the main road access for the Mountain Bike and Adventure Park and the first stage of car parking, amenities and mountain bike trails. The enabling infrastructure will be designed to allow for future expansion and development to meet the ultimate vision for the site.
The primary vehicle access to the site will be via a new intersection on Alpine Way.
A new underpass under Kosciuszko Road will allow pedestrians and cyclists to safely access the park from town along the existing foreshore’s shared user path.
A shared user trail is also planned, which will connect the main activity hub to Barry Way and residential development to the east of the site.
The Mountain Bike Park trail network is marked by 3 key nodes between which trails and shuttle services are linked:
- High Station – highest location within the project boundary offering a 360-degree lookout and multiple trail heads with a shuttle drop off location.
- Mid Station – the main activity hub, including parking, ticketing, amenities, pump track and café hub. There are further commercial opportunities for adventure activities and events. Shuttle pick up/drop off location. Trail start and finish area.
- Base Station – lowest location within the project boundary and trail finish area. Amenities block and shuttle pick-up location with cycle and pedestrian connectivity via Kosciuszko Road underpass to Jindabyne Foreshore and the broader Lake Jindabyne shared trail network.
Presently, the site is undeveloped. There is existing 33 kV and 66 kV overhead electricity infrastructure within Essential Energy easements across the southern and eastern areas of the site.
Water and sewer infrastructure will be staged within the development, with the enabling works expected to service Base and Mid Stations.
It is expected communications infrastructure will be via 5G wireless network.

It is expected that the enabling infrastructure will be a combination of construct only and design and construct tender packages.

Operations and Commercial Opportunities
RGDC is seeking a private operator under a long-term head lease to manage and further develop the mountain bike and adventure park.
The Master Plan permits a range of commercial uses including:
- Mountain bike and walking trails
- Adventure activities (high ropes, zip lines, luge etc)
- Accommodation (eco-lodges, cabins)
- Events/function centre
- Cafe
- Retail (bike hire, maintenance, sales)
It is expected that the successful operator of the Mountain Bike and Adventure Park will offer a shuttle service for the mountain bike trails.
The development and operation of the site will require a diverse range of supporting services. Local providers will be able to engage directly with the successful operator to deliver services.
Community access
Pricing and public access hours will be determined by the operator and may vary depending on the activity. It is anticipated that the park will operate under a pay to use model to support the ongoing maintenance of trails and facilities to a high standard.
