Special Activation Precincts (precincts) offer a streamlined planning framework, underpinned by precinct wide technical studies and in-house planning support services.
The planning framework gives proponents greater certainty and can significantly reduce approval times - saving months or even years. It also cuts down on costly technical documentation, allowing more resources to be used to get your project off the ground.
Generous provisions for Exempt Development allow low impact works to proceed without approval. For developments requiring approval, the unique Activation Precinct Certificate process ensures alignment with the precincts vision and unlocks access to the Complying Development Certificate approval pathway for most proposals.

Master Plans, Delivery Plans and Technical Documents
Master Plans
The Master Plan provides the vision and principles for the precinct. It is the statutory planning document that supports the State Environmental Planning Policy (Precincts—Regional).
Delivery Plans
The Delivery Plan builds on the vision and principles for each precinct, as established in the Master Plan. The Delivery Plan sets out specific guidelines for:
- precinct design
- landscape design guidelines and strategy
- infrastructure planning and delivery
- precinct and site-based assessment criteria and solutions and
- precinct-wide mapping.
These guidelines help inform proposals from landowners, businesses and investors. The Delivery Plan, alongside streamlined planning assessments, government-funded infrastructure and business concierge support services, reduces the time and cost of establishing a business within the precinct.
Activation Precinct Certificate process
All private development within a precinct is required to obtain an Activation Precinct Certificate (APC) prior to obtaining development consent. An APC is a certificate of consistency issued under State Environmental Planning Policy (Precincts Regional), confirming the consistency of a development with the relevant Master Plan and Delivery Plan and are issued by RGDC within 30 days of lodgement.
A key aim of the APC process is to facilitate streamlined planning assessments.
