Resilient Homes Program
The Resilient Homes Program is providing financial assistance to homeowners to improve the flood-resilience of residential properties in the Northern Rivers.

The Resilient Homes Program will offer eligible homeowners one of the three available measures, based on expert property assessments, flood impact severity data, safety risks and potential future flood levels:
- Home buybacks – the homeowner receives a payment for the purchase of their house and land, or
- Home raising – funding is committed to elevate liveable areas above a property-specific flood level, or
- Home retrofit – funding is committed to retrofit and/or repair liveable areas to improve the resilience of these areas for future floods.
These investments will be complemented by Resilient Land Program.

How to Apply
The Resilient Homes Program commenced customer outreach from November 2022.
If you are already engaged in the Flood Property Assessment Program, delivered by NSW Public Works and Johns Lyng Group, then you will be contacted automatically.
Registrations are still open for the Flood Property Assessment Program.
If you are not engaged in the Flood Property Assessment Program then please submit your contact details in the form below and you will be contacted by the Northern Rivers Reconstruction Corporation.
Please note your eligibility under the Resilient Homes Program is not affected by your participation in the Flood Property Assessment Program.
To register for the Resilient Homes Program, please visit https://nswrhf.smartygrants.com.au/RHP2023 and submit the Homeowner Information Form – Resilient Homes Program.
Information requested in the Homeowner Information Form will help the Northern Rivers Reconstruction Corporation (NRRC) assess your eligibility for voluntary Home Buyback or the Home Raising or Home Retrofit streams under the Resilient Homes Program.
Appeals Process
Before lodging an appeal, a homeowner can submit to the NRRC any comments and/or additional information relating to an RHP Decision.
The NRRC has established an Appeals Panel to consider all appeals under the Resilient Homes Program.
