MVP Ventures

The MVP Ventures Program supports startups and innovative SMEs in the product lifecycle between early-stage research and mature investment opportunities, through grants to drive the commercialisation of highly innovative and new products or processes. Applications will be considered on a non-competitive basis against the eligibility and assessment criteria and will be assessed in the order in which they are received.

Before we get into the deeper detail of this pProgram, I just wanted to highlight in my opening remarks a few key changes to the MVP Ventures Program. Grant amounts have changed from a maximum grant amount of $200,000 to a maximum grant amount of $50,000.

Grants of between $25,000 and $50,000 will be available. All applicants who submitted their applications prior to the pProgram being paused as part of the Comprehensive Expenditure Review undertaken by the NSW Government have been assessed and applicants have been notified of the outcome.

24 of the recommended applicants have indicated that they will accept the offered grant amount, which means that once final agreements have been confirmed, the pProgram’s remaining allocation for this Financial Year 23-24 is likely or estimated to be $1.8 million. Recipients of the grant will be published on the NSW Grants website and will be ongoing through the life of the Program as per the NSW Grant Administration Guidelines.

Based on feedback, the process has been streamlined for applicants and separated into two stages to provide a quicker response time for initial eligibility criteria. So, there is now a 2-stage application process. Stage One is an Expression of Interest followed by Stage Two: A Detailed Application.

Just a quick word on how the Program grant milestones are paid. So, there'll be two financial milestone payments. Milestone one, which is 35% of the total grant fund, will be paid upon execution of the funding agreement.

To be eligible under this Program, you must provide a 50% cash cCo- contribution towards the cost of the proposed project. Your project should only include Eligible Expenditure and cannot use in kind non-cash Contributions as Match Funding.

Should you be successful in receiving the grant, you will be required to upload your information into Smarty Grants. The following information will be required: a certified copy of photographic identification; A certified copy of a recent bank statement

In regards to acquittals and payment; you will have 40 days from the date of a written offer to execute a funding agreement with Investment NSW. There are three milestones in total, two financial payments and one non-financial payment.

35% of the pProgram funding will be provided upfront upon the signing of the funding agreement. At the halfway point milestone, you will be required to submit a progress report.

The final milestone cannot be less than six months from the date of your executed funding agreement. There will be no further installments made after milestone three. In regards to monitoring and reporting, you will have two reporting requirements during the MVP Ventures Program. A progress report will be required for milestone two. Program Guidelines

The objective of the MVP Ventures Program is to:  

  • support businesses to increase the commercialisation of innovative products and processes in NSW  
  • attract and retain commercialisation activities in NSW.  

The MVP Ventures Program will support businesses throughout their commercialisation journey. Innovative firms who successfully complete projects funded under the Program are permitted to reapply for additional funding to make further progress along the Technology Readiness Level (TRL) scale.  

The NSW Government will provide up to $3 million per annum for the Program to 2027.  

This program is administered by Department of Enterprise, Investment and Trade.

Eligibility

Who can apply?

To be eligible to apply, your business must: 

  • have an Australian Business Number (ABN) 
  • be non-tax exempt 
  • be headquartered in NSW 
  • have an account with an Australian financial institution 
  • be one of the following entity types:
    • a company incorporated in Australia; or
    • an incorporated trustee on behalf of a trust in Australia; and 
  • hold intellectual property (IP) or rights to commercialise. 

You must also: 

  • not be an entity or a subsidiary of a group of companies that has an Aggregated Turnover that is more than A$1 million for each of the three financial years prior to the lodgement of your application; and 
  • not be an entity or a subsidiary of a group of companies that has more than a total of 20 FTE. 

Who can't apply?

You are not eligible if you are: 

  • insolvent 
  • an individual  
  • an unincorporated association 
  • a trust 
  • a partnership
  • receiving or have received NSW Government federal assistance from another program for the same purpose 
  • a federal, state, territory or local government agency or body (including government business enterprises) 
  • any organisation not included under "Who is eligible for funding?”
  • currently receiving funding under the MVP Ventures Program.

Two-stage application process

The Program has a two-stage application process, consisting of an EOI and a detailed application. Please read the MVP Ventures Program GuidelinesDownload File to understand the grant and how it works. 

Expression of Interest

To apply you must:

  • complete the online EOI formExternal Link after the Program opens 4 December 2023 
  • provide all the information requested, including supporting documentation, in line with the instructions provided within the form 
  • meet all the eligibility and assessment criteria 
  • submit your application by the Key Dates. 

We require the following documents be provided with your EOI application: 

  • a pitch deck (maximum 10 slides) or a link to an online video clearly demonstrating how your product or process meets the innovation criteria (maximum 3 minutes) 
  • evidence of financial turnover (a completed accountant declarationDownload File and financial statement including profit and loss) 
  • evidence of less than or equal to 20 FTE (a completed accountant declaration). 

Detailed Application

If your EOI application is successful, you will be invited to submit a detailed application.  

You will be required to: 

  • complete the online application form that we will provide to you 
  • provide all the information requested, including supporting documentation, in line with the instructions provided within the application form 
  • meet all the eligibility and assessment criteria.  

We require the following documents be provided with your detailed application:  

  • evidence of co-contribution.

Address the eligibility criteria

To be eligible, you must: 

  • have an Australian Business Number (ABN) 
  • be non-tax exempt 
  • be headquartered in NSW 
  • have a bank account with an Australian financial institution 
  • be one of the following entity types:
    • a company incorporated in Australia; or

Address the assessment criteria 

You must also meet the following assessment criteria:  

Criteria 1: Innovation

You must clearly demonstrate that your product or process is a new or improved product or process whose technological characteristics are significantly different from before. 

Criteria 2: Commercialisation

You must clearly demonstrate that your product or process has: 

  • a well-defined problem or opportunity that your product or process responds to; and 
  • evidence of commercial viability, including:
    • the size of the potential market;
    • the value created by your product; and
    • the product’s competitive advantage. 

Criteria 3: Deliverability

You must clearly detail how you intend to deliver your product or process by outlining: 

  • the project outcomes, key activities, milestones, project costs and risks 
  • the expected progress of your product from the current TRL (project commencement) to the proposed TRL at the project completion date 
  • a project team with the capacity and appropriate management, commercial, professional, and technical expertise to deliver the project.
