What’s this about?
The NSW Pipelines and Gas Supply laws regulate the reliable supply and distribution of gas and the safe construction and operation of gas networks and pipelines in NSW. The Department of Climate Change, Energy, the Environment and Water is engaging with the community on proposed changes to the gas supply and pipelines legislation:
- Gas Supply [Safety and Network Management] Amendment Regulation 2025
- Pipelines Amendment [Miscellaneous] Regulation 2025
Draft guidelines for engaging with landowners to access and acquire land for pipeline projects
Under the Pipelines Act 1967, land and easements can be accessed and compulsorily acquired for pipeline projects. To increase the transparency and consistency of these processes, the department has released 2 draft guidelines for community feedback:
- Authority to Survey Guideline: Engaging with landholders to survey land for a pipeline in NSW.
- Pipelines Compulsory Acquisition Process Guideline: Compulsory acquisition of land for a pipeline in NSW.
These guidelines are the processes that pipeline proponents are expected to follow to engage with landholders. The guidelines do not change the law, but are intended to improve governance and implementation of the law.
Community and stakeholder engagement
We recognise that these new regulatory changes and guidelines will be of keen interest to landholders and communities along proposed pipeline routes.
We are inviting interested community members and landholders to participate in 3 in-person forums and 2 online webinars where we will take you through the regulation amendments and the draft guidelines.

Privacy collection notice
SECNewgate Australia (non-NSW government agency) is collecting your personal information, including your name, email and post code (your information) on behalf of the department, for the purpose of engagement on the Pipelines and Gas Supply regulatory changes.
The feedback form is hosted on a third-party platform managed by Qualtrics XM, secnewgate.qualtrics.com. Feedback submissions by email will be managed by SECNewgate Australia.
Your feedback form responses will be sent to our third-party consultant, SECNewgate who will manage and store the data on behalf of the department. Once the feedback form closes, SECNewgate will securely transfer the dataset to the department, including your name, email and postcode.
Feedback will be manually reviewed however if a large volume of feedback is received, an Artificial Intelligence tool may be used on de-identified data to assist with analysis and the capture of different ideas. Any AI-generated results will be manually reviewed to ensure accuracy and compliance.
Feedback submissions that you have agreed can be made public may be referred to in a report on the outcome of the consultation. Any anonymous feedback will be identified as such. If you do not want your personal or organisation’s details or part of your submission published, please state this clearly in your submission and tell us why.
Your information will not be shared with anyone else unless you give your consent, or the law requires us to do so.
You are not required by law to give SECNewgate your information, but if you choose not to, we may not be able to share our responses to feedback with you and better understand general participant demographics.
