What’s happening
Following extensive community consultation, we have scaled back the proposed redevelopment of the Riverwood housing estate. This decision aims to provide better:
- outcomes for social housing residents
- alignment with community expectations.
The new proposal will deliver 420 homes. This includes 50% social and affordable housing. It will be delivered with minimal impact on existing infrastructure.
Next steps
Homes NSW is gauging market interest before we prepare the tender process for a developer. We will look for a development partner who can:
- progress the development application
- assist with the delivery of new homes.
There will be future community consultation opportunities as part of this process.
If the development application is approved it will include:
- the realignment of Virginia Place
- moving overhead power lines underground
- the potential for new retail premises.
A new childcare centre will replace the existing one, located close to the original site.

Planning process and timeline
The Riverwood estate renewal is a long-term project. It will be delivered in stages over the next 15 to 20 years. This timeline outlines:
- what has happened so far
- what is happening now
- when we expect the project to be delivered.
We are committed to providing the community with regular updates throughout this time.
2016-2021
- We consulted with key stakeholders and the community.
- We had extensive community consultation on a draft master plan.
- We prepared technical studies and supporting documentation.
2022-2023
- We placed the rezoning proposal on public exhibition for feedback.
- Homes NSW lodged a response to submissions (RTS).
2024
- We held the public exhibition of the revised rezoning proposal.
- The Department of Planning, Housing and Infrastructure (DPHI) approved the rezoning proposal.
2025
- Ongoing engagement with the community, keeping you informed of the next steps, development application process, and activities
- More information about future relocations will be provided to all affected residents.
2026
- Preparation and request of the Secretary’s Environmental Assessment Requirement (SEARs)
- Community information session – Homes NSW led
- Preparation of the State Significant Development Application (SSDA)
- Ongoing site investigations, finalise technical studies, concept design, and assessments
- Submission of the State Significant Development Application (SSDA)
- Public exhibition and consultation activities for the future SSDA will be facilitated by the Department of Planning, Housing, and Infrastructure (DPHI)
- Ongoing engagement with relocations to
tenants
2027
- Ongoing engagement and relocations with affected tenants
- SSDA to be determined by DPHI
- Once approved, Stage one will commence construction.
2028-2043
- Continuous review of the future masterplan for the wider estate will happen.
