The masterplan and rezoning of the Tolland estate has been approved by:
- Wagga Wagga City Council (WWCC)
- Department of Planning, Housing and Industry (DPHI).

Community engagement
The Tolland project team ran community engagement activities to collect feedback and inform future decisions about Tolland.

Key themes from our conversations have included:
- desire for high quality public open space and environment
- concerns about traffic, safety and the need for better public transport services
- questions around the future housing mix and density concentration
- desire for improved community safety in public spaces and the area
- infrastructure needs for an increased number of residents.
Project timeline
Ongoing
Demolitions will continue at Tolland in stages as tenants are relocated.
2025 and 2026
- The detailed subdivision layout for Stage 1A was on exhibition from late March until mid-April. No submissions were received from the community.
- Construction of Stage 1A subdivision is scheduled to commence in January 2026.
- Early planning and checks for stages 1B and 1C.
- In Stage 3 at Quabara Place, we plan to build 51 new homes and will start working on the designs.
- Stage 2A relocations are expected to be completed in 4 stages.
2027
We expect the first residents of the renewed Tolland estate will move into homes.
