Bradfield City Centre’s enabling works are laying the critical infrastructure and groundworks for Australia's first new city in 100 years. The staged approach to the enabling works is outlined below.
Stage 2A enabling works
The first stage of civil and enabling works at Bradfield City Centre is Stage 2A. These works cover 38 hectares of land within Bradfield City Centre.
The project includes new master planned roads, streetscapes, civil works, and public utilities. Construction is on-track to finish in 2025.

- Allowing for a 132kv electrical transmission supply
Resources
A Review of Environmental Factors (REF) (PDF 5.78MB) was prepared by an independent and qualified planning consultant. The REF meets the requirements of the Environmental Planning and Assessment Act 1979 and the Environmental Planning and Assessment Regulation 2021.
The enabling works are permitted as development without consent under Part 5, Division 5.1 of the Environmental Planning and Assessment Act 1979. This aligns with Chapter 2 of the State Environmental Planning Policy (Transport and Infrastructure) 2021 (TISEPP).
The REF confirms the proposed work does not pose significant risks to the environment, threatened species, ecological communities, or their habitats. It falls within the scope for approval under Part 5.
The Bradfield Development Authority's delegate (PDF 131.48KB) has approved the REF with conditions for mitigation measures.

Stage 2B enabling works
The design and planning of the Stage 2B enabling works are currently being finalised, ahead of the completion of an REF process.
Stage 2C and 2D enabling works
Stages 2C and 2D of the enabling works involve an additional 8 hectares of land between Bradfield City Centre and Badgerys Creek Road and the construction of 2 new connecting roads. This includes delivery of new roads, streetscaping and the installation of in-ground utilities that will add a key new access point for visitors into Bradfield City Centre.
Construction of Stages 2C and 2D will commence in 2025.

Regional Stormwater Infrastructure
The Regional Stormwater Infrastructure (RSI) will deliver a series of ponds, basins and wetlands to manage runoff and provide a comprehensive stormwater strategy for Bradfield City Centre. This includes meeting both quantity and quality requirements for Wianamatta–South Creek, aligned with Sydney Water’s Integrated Water Cycle Management approach for the Aerotropolis.
Construction of these works will commence in 2025.
