- stating they intend to become an actively engaged member of a known extremist group
- sympathising with the ideological justifications used by extremist groups
- expressing sympathy for acts of terrorism.
These intentions can also be shown through objective measures, like:
- psychological or mental health indicators
- general criminality
- associating with known extremists.
