NSW Treasury has undertaken an independent evaluation of the 2021 COVID-19 Business Support Programs provided during the Delta lockdown from July 2021 until November 2021:
- COVID-19 Business Grant.
- 2021 JobSaver payment.
- COVID-19 Micro-business Grant.
The independent evaluation was led by John Pierce AO, former NSW Treasury Secretary (between 1997 and 2008), with a team from NSW Treasury providing secretariat support. John Pierce provided the final evaluation report to the NSW Treasury Secretary.
The evaluation was conducted in two parts:
- an Outcomes evaluation to assess whether the intended program outcomes were achieved in terms of their impact on businesses, job and economic recovery. Fiscal impacts and other consequences were also identified
- a Process evaluation to assess the effectiveness of the programs’ design and delivery in realising program objectives. This part of the report covers the coordination of the economic policy response during a crisis, policy advice and decision-making, program implementation and delivery, the experiences of the program applicant and impacts on agency staff
The evaluation also includes an assessment of the extent to which the programs provided value for money.
