At Certificate III level provides trade-level technical skills to support the design, development, production, and supply of fabricated textile products.  It relates to specialised technical, operational, and supervisory skills within a manufacturing enterprise.

Applications of this qualification would typically be suitable in small to medium sized enterprise work environments where specialised products such a yacht sails, shades, shade sales, PVC and canvas products are designed and produced to meet specific customer needs.

At Certificate II level trainees undertake an introductory overview of skills applied in the fashion industry. It includes skills used in the design and production of garments and millinery, as well as in the development of unique fashion and textile designs used in Indigenous Australian culture.

The qualification is designed to apply in a highly supervised context, such as VET in Schools, or other equivalent introduction to fashion industry environments.

At Certificate III level trainees learn the skills and knowledge required to work in applied design and production roles within the clothing and fashion industry.

This qualification is suitable for workers producing fashion products where a basic understanding of design and marketing as well as sewing skills for specialist machinists, support roles in patternmaking, production of digitally printed or embroidered fabrics or garments is needed.

Items to be produced would include a single or small range of products. This qualification is particularly suitable for those who are self-employed undertaking low volume production of items for local distribution outlets, for example, markets.

At Certificate III level trainees perform supervision roles, specialised technical tasks or multi-tasks or multi-skilled roles within a dry-cleaning environment.

Work is usually performed in a defined range of skilled operations, usually within a range of broader related activities involving known routines, methods, and procedures, where some discretion and judgement is required in the provision of services or contingency measures and within known time constraints.

Certificate III level trainees perform supervision roles, specialised technical tasks or multi-skilled roles within a commercial laundry environment.

Work is usually performed in a defined range of skilled operations, usually within a range of broader related activities involving known routines, methods, and procedures, where some discretion and judgement is required in the use of equipment or application of contingency measures and within known time constraints.

MSTr5.0 Textiles, Clothing and Footwear Training Package contains the following qualifications that support apprenticeship and traineeship pathways.

Apprenticeship

• MST30222 Certificate III in Manufactured Textile Products

Traineeships

• MST20722 Certificate II in Apparel, Fashion and Textiles
• MST30622 Certificate III in Laundry Operations
• MST30922 Certificate III in Dry Cleaning Operations
• MST31022 Certificate III in Apparel, Fashion and Textiles

Apprentices employed under the Manufacturing and Associated Industries and Occupations Award 2020 are able to progress through the apprenticeship on the achievement of competencies rather than time served.

The rate of progress is based on the nominal term of direct entry or advanced entry (where the apprentice holds a lower level qualification specified in the VTO) into the apprenticeship.

On successful completion of the relevant qualification:

• parties may apply to the Commissioner for Vocational Training for completion of the apprenticeship or traineeship prior to the nominal completion date of the training contract or;
• Training Services NSW may issue letters from the Commissioner to both parties inviting them to consider competency-based completion if it has received advice from the training organisation that the apprentice or trainee is eligible to receive their qualification.

Direct Entry

For apprenticeships with a full-time nominal term of 48 months or part-time nominal term of 72 months - direct entry.
The rate of progress will be determined as follows:

Advanced Entry

The rate of progress for apprenticeships with a full-time nominal term of 36 months or part-time nominal term of 54 months - reduced from full-time nominal term of 48 months where the apprentice holds the lower-level qualification specified in the VTO - will be determined as follows:

On successful completion of the relevant qualification

Applications under the Apprenticeship and Traineeship Act 2001 to establish any apprenticeship or traineeship whether full-time, part-time or school based will not be approved unless the Commissioner for Vocational training is satisfied that appropriate industrial arrangements are in place.

Apprentices may be employed under the following awards:

• Textile, Clothing and Footwear and Associated Industries Award 2020
• Manufacturing and Associated Industries and Occupations Award 2020

Trainees may be employed under the following awards:

• Dry Cleaning and Laundry Industry Award 2020.
• Textile, Clothing and Footwear and Associated Industries Award 2020.

All private sector employers and employees in New South Wales are covered by the national industrial relations system administered by the Fair Work Commission. The industrial instrument that applies is a national (modern) award or a current enterprise agreement registered with the Fair Work Commission.

There are no specific licenses that relate to these qualifications. However, some units may have licensing or regulatory requirements in some environments. Local regulations should be checked for details.

When developing Training Plans registered training providers should ensure that the training program satisfies the qualification packaging requirements and at the same time, reflects the nature of the business. Training Plans should be customised so that workplace activities support and align with the qualification units of competency.

From 1 January 2015 the NSW Government introduced new fee arrangements for government subsidised vocational education and training (VET). Under Smart and Skilled, all apprenticeship and most traineeship qualifications are subsidised. For a full list of all the qualifications refer to the current NSW Skills List. Information on the types and levels of subsidies can be found in the Smart and Skilled Fee Administration Policy. Training for existing-worker trainees is not subsidised.

Training Services NSW and Australian Skills Quality Authority (ASQA) transition arrangements are aligned and applied retrospectively from 1 September 2015.

Registered training organisations (RTOs) may commence training in either the new or superseded qualification but must meet the requirements of ASQA. For more information refer to ASQA's General Direction - Learner Transition.
