Program objective
The DTCTP offers grant funding to a startup incubator or accelerator in NSW, helping them deliver commercialisation training programs for entrepreneurs based in NSW.
The DTCTP aims to make training more accessible for these NSW entrepreneurs, enhancing their skills, tools, and networks so they can commercialise their ideas and expand their businesses within NSW.
This program is administered by Office of the Chief Scientist and Engineer.
Eligibility
Who can apply
- Be a legal entity with the capacity to enter into a funding agreement.
- Hold an Australian Business Number (ABN) and be registered for GST.
- Be based in NSW.
- Be commercially viable and financially sustainable.
- Hold, or be able to obtain prior to execution of a funding agreement:
- Public Liability Insurance of not less than $10 million per occurrence; and
- Professional Indemnity Insurance of not less than $10 million per occurrence.
Types of projects funded under this grant
100% of the grant funding must be spent in NSW.
When the project can start and end
The project should be started by 1 July 2026 and the project must be completed by 30 June 2029.

Applicants are required to provide additional attachments to their application form.
Applicants are required to provide the following attachments as part of their Application:
- Evidence of insurance and financial viability
- Key personnel CVs and letters of support
- A program proposal including
- The delivery model, curriculum outline and participant pathway
- Program logic
- Monitoring & Evaluation approach (metrics, data collection, impact reporting)
- Communications and outreach plan (pipeline-building approach)
- Governance, conflict of interest and risk management approach (including risk register)
- Finance and performance:
- Budget proposal (spreadsheet) and budget narrative/assumptions
- Performance targets / KPI schedule (annual) aligned to intended outcomes (reach, participation, completion, satisfaction, progression outcomes)

Successful applications will be decided by: Minister for Innovation, Science & Technology
Eligible applications will be assessed by the OCSE Evaluation Committee and scored as per the Assessment Criteria.
Applications will be assessed through a competitive, merit based process. The OCSE Evaluation Committee will make a recommendation to the Minister for Innovation, Science and Technology who is the final decision-maker.
