Fence Re-building Program grants

• Online application form completed.
• Budget and project planning spreadsheet.
• Evidence of registration with the Australian Charities and Not-for-profits commission.
• A copy of your organisation's public liability insurance.
• A copy of your organisation's biosecurity plan.
• A copy of your organisation's work health and safety plan.
• Evidence of your organisation's ability to manage the project.

• Have received an invite from Local Land Services to apply for the grant.
• Be a volunteer-based not-for-profit organisation.
• Be registered with the Australian Charities and not-for-profits Commission (ACNC).
• Have an Australian Business Number (ABN) and confirm if registered for GST.
• Have or will be providing fence repair and rebuilding services to primary producers within the defined disaster area for the NSW storms and floods that occurred from 22 February 2022 onwards (AGRN 1012). See Appendix A in guidelines for list of eligible areas.
• Fences being repaired and constructed must have been directly damaged by severe weather and floods that occurred from 22 February 2022 onwards (AGRN1012).
• Be using volunteer labour to carry out the fence repair and rebuilding services with supervision from experienced personnel.
• Be directly managing staff (volunteer or otherwise) who will be delivering the project services. That is, money cannot be provided to another organisation to deliver the services on behalf of the applicant (sub-contracting).
• Hold all relevant insurances including a minimum of $20 million public liability insurance.  
• Have a Workplace Health and Safety Plan and comply with Workplace Health and Safety legislation.
• Have a biosecurity plan.
• Fences must be constructed to a stock proof condition and future flooding events must be considered in placement and type of construction.
• Be able to commence within 3 months of the commencement of the funding deed; have completed ground works by 28 February 2024, and all claim submissions completed by 24 April 2024 as outlined in the project deed.

Applications will be assessed on:

• Value for Money (criteria weighting 30%) - provide sufficient evidence that the outcomes of the proposed project activities can be delivered at a cost that is comparable or better than prevailing market rates (providing cost per metre for damaged fence removal, cost per metre for debris removal, cost per metre for fence reconstruction, cost per metre fence repair). Show administration costs of the project and demonstrate the number of primary producers supported.
• Deliverability (Criteria weighting 20%) - demonstrate deliverability by providing evidence of organisations prior experience in delivering similar projects, providing evidence of staff's prior experience in this type of work, providing evidence of the number of volunteers engaged for projects, providing evidence of equipment to deliver project.
• Viability (criteria weighting 20%) - provide sufficient evidence that the project is realistic and is likely to be delivered within budget and on time. Demonstrate this by providing a detailed plan including activities, milestones, budget and deliverables, ensuring timelines and budgets are realistic, identifying any project risks and mitigation strategies.
• Project readiness (criteria weighting 15%) - provide evidence that the project is ready to go. Demonstrate this by providing evidence of landholder consent, provide copy of organisations work health and safety plan, provide biosecurity plan, provide evidence that areas you propose to work in are currently accessible (e.g. no current flooding or damage to access roads that would prevent site access) and project dates show that you are ready to commence within 3 months of signing funded deed.
• Project quality (criteria weighting 15%)- Provide evidence that the work will be stock proof and consideration has been given to the impacts of future floods on your proposed work. Demonstrate this by confirming fencing has been repaired and/or rebuilt to be stock proof and confirming that consideration will be given to impact of future flooding.
