Program objective
The $13 million Early Needs Recovery Program (ENRP) is part of the $150 million Primary Industry Support package which is co-funded by the Australian and NSW governments. The $3.2 million Industry Grants (the program) is part of the Early Needs Recovery Program (ENRP) and seeks to support industry organisations impacted by the February 2022 flooding event in NSW (AGRN 1012). The program provides an opportunity for each impacted industry to determine and facilitate tailored projects and activities to ensure the unique recovery needs of their primary producers are met.
The program is offering a targeted, competitive grant opportunity offered over one round of funding. Grants start from $10,000 with a maximum determined by industry type, with each industry allocated a specific portion of the $3.2 million available based on impact data supplied after the February 2022 flooding event in NSW.
This program is administered by Local Land Services.

Who can apply
Recognised Industry body organisations who have been invited by the Department.
Who can’t apply
Ineligible applicants include:
- any business or organisation that does not satisfy eligibility criteria
- organisations that submit more than one application.
- applicants who have applied for other government funding for these same activities.
Types of projects funded under this grant
Eligible projects and activities that may be undertaken by industry organisations include:
- employing or contracting a person (Industry Recovery Officer) to coordinate and/or deliver recovery activities for the industry including grant administration (maximum of $150,000/year)
- production and business recovery advisory and coaching services
- recovery workshops, field days, seminars and roadshows
- recovery communication materials including development of newsletters, fact sheets, webinars, podcasts, videos and website content
- projects that remove barriers to production recovery and/or build resilience
- other activities as agreed by the Department.
All applicants are encouraged to read the guidelines prior to applying which outline the maximum amount available for each industry (not per applicant).

Address the eligibility criteria
To be eligible for grant funding, an applicant must meet each of the following criteria:
- have received an invite from Local Land Services to apply for the grant
- be a recognised industry body, representative of the respective industries in the impacted region/s
- have an Australian Business Number (ABN) and confirm if registered for GST
- be delivering activities (refer eligible project activities) to producers of agricultural products within the defined disaster area for the NSW storms and floods that occurred from 22 February 2022 onwards (AGRN 1012)
- hold a minimum of $20 million public liability insurance
- have a Workplace Health and Safety Plan be able to commence activities within 3 months of the commencement of the Funding Deed; have completed on-ground works and claim submissions by 24 April 2024.
Address the assessment criteria
Applications will be assessed on:
- Project Appropriateness (30%)
Provides sufficient evidence that the proposed projects/activities will address the unique recovery challenges the applicable industry is facing. - Deliverability (30%)
Provides sufficient evidence of the applicant's ability to successfully reach/attract the intended industry to deliver the project. - Value for Money (20%)
Provides sufficient evidence that the costs are appropriate for the resourcing required to deliver project activities and the outcomes they will achieve. - Viability (20%)
Provide sufficient evidence that the project is realistic and likely to be delivered within the budget and timeframe.
