Program objective
The purpose of this Program is to accelerate the adoption of innovative solutions to address key challenges currently facing Homes NSW. It aims to provide support for piloting new solutions that can improve the delivery of social and affordable housing in response to challenges identified by Homes NSW.
The Program’s objectives are to:
• support NSW-based SMEs to pilot and demonstrate innovative solutions to challenges faced by Homes NSW
• enable the commercialisation and scaling of new solutions that address challenges such as affordability, supply, speed of delivery, construction productivity and sustainability of homes
• improve NSW Government awareness of innovation solutions that enable efficiencies in government management and delivery of social and affordable housing

Eligibility
Who can apply
To be eligible for the Program, applicants must:
• be one of the following entity types:
–a company incorporated under the Corporations Act 2001 (Cth) (including a company limited by guarantee)
–an Aboriginal and Torres Strait Islander Corporation registered under the Corporations (Aboriginal and Torres Strait Islander) Act 2006 (Cth)
–a NSW University or other NSW-based Publicly Funded Research Organisation (PFRO) applying through its appropriate technology transfer office or the Chief Executive Officer (or equivalent) of the PFRO that will create a separate entity before entering into a legally binding Funding Agreement with the Premier’s Department
• be an SME, and demonstrate this by meeting one of the following:
–have an aggregate turnover of less than $50 million for each of the 3 financial years prior to the lodgement of your application, and/or
–have fewer than 200 Full Time Equivalent (FTE) employees
Note, if you apply through a NSW University or other NSW-based Publicly Funded Research Organisation (PFRO), you will be required to meet one of the above prior to entering into a legally binding Funding Agreement with the Premier’s Department.
• have an active Australian Business Number (ABN)
• be headquartered in NSW
• have an account with an Authorised Deposittaking Institution • hold the relevant Intellectual Property or rights to commercialise the solution
• agree to the following:
–all data generated throughout the Program will be owned by the NSW Government and may be used for future projects or data analysis, and
–data must be provided in the format specified by Investment NSW in the Funding Agreement.
Types of projects funded under this grant
To be eligible, projects must:
• address one of identified challenges captured in the Challenge Statements
• involve a solution that either:
– has progressed beyond early-stage development, has been tested in a relevant environment, and is suitable for pilot testing but has not yet been commercialised, or
– is an already-commercialised solution in a different setting that has not been tested in the NSW public housing environment
• demonstrate that your solution is at a Technology Readiness Level (TRL) of 6 or higher (see “Appendix B – Technology Readiness Level (TRL) Index”). This means you have a prototype that has been tested in a relevant environment and is ready for demonstration in an operational setting. You will need to provide evidence such as test results, prototype specifications or previous trial data
• directly relate to the piloting or demonstration of the solution within the NSW government housing sector
Grant activities must be undertaken in NSW.
Who can’t apply
You are not eligible if you are:
• insolvent, under external administration, or subject to any arrangement with creditors, including deeds or schemes of arrangement
• an individual or sole trader
• an unincorporated association
• a trust or trustee
• a partnership
• any income‑tax‑exempt entity (as defined under Australian taxation legislation)
• a Commonwealth, state, territory or local government agency or body excluding government corporate entities.
Joint applications are not eligible for this Program.
Example projects
Eligible activities can include, but are not limited to:
• building and providing units of the solution
• engaging specific professional expertise (for example, technical specialists, business development or commercialisation experts)
• training Homes NSW personnel as part of the pilot
• integrating the technology with NSW Government ICT platforms
• undertaking data analysis and/or data management costs.

After the application is submitted
Successful applications will be decided by: Deputy Secretary - Investment NSW
We assess applications in three stages:
1. Eligibility check
We check that your application meets the eligibility requirements. We may ask for more information. If you don’t meet the criteria, your application won’t proceed.
2. Independent assessment panel review
An independent assessment panel reviews eligible applications.
3. Deputy Secretary decision
The panel will provide a report to the Deputy Secretary, Investment NSW with shortlisted applicants recommended for funding.
