The Joint Procurement Funded Support enables groups of councils to apply for up to $500,000 of tailored advice and assistance to jointly procure waste management services.

Program objective
The objectives of the Joint Procurement Funded Support are to:
- support councils to access the best advice and help to be confident in their procurement decisions
- facilitate collaboration, knowledge sharing and partnerships to help councils strategically plan for waste infrastructure and services
- support groups of councils to procure cost effective waste management services
- promote alignment between councils to procure waste services that meet their needs.
This program is administered by Environment Protection Authority.

Types of projects funded under this grant
To be eligible for funded support applications must:
be exploring the joint procurement of domestic waste management services (Stream 1)
AND/ OR
be jointly procuring one or a combination of the following (Stream 2):
- New domestic waste management facility or facilities including:
- Transfer station, disposal, processing, reprocessing and/or remanufacturing facility
- Domestic waste management services including:
- Processing, treatment or disposal of residual waste
- Processing, reprocessing and/or remanufacturing of recyclables and/or organics
- Processing, reprocessing, remanufacturing, reuse and/or disposal of bulky waste
- Domestic waste collection including
Collection/haulage of residual waste, recycling, organics and/or bulky waste
When the project can start and end
The project should be started by 2 November 2023.

Address the eligibility criteria
Each applicant, as part of an application response, must confirm that they meet the eligibility criteria.
Applicants that do not address the eligibility criteria in full may be excluded from the application process at the department's discretion.

Applicants will complete an Application Form (for Stream 2) per project and submit it via the Smarty Grants platform. Applicants should include a Project Plan.
Note: If you are a new applicant to SmartyGrants, you will need to register and create a password. If you are already registered, you can log in with your existing username and password.

After the application is submitted
Successful applications will be decided by: NSW EPA
Once submitted applications will be reviewed by the project team to check minimum eligibility and forms are completely filled in. They will then be sent to the Technical Review Committee (TRC) consisting of two EPA experts on the subject and an employee of the LGNSW. The TRC will assess the applications as they come in, agree to recommend for funding or not, and any conditions. The recommendation report will be provided to the Project team and a briefing note will be prepared with the project details and the TRC recommendation report attached and sent to the appropriate delegate for approval.
Both successful and unsuccessful applicants will be notified by letter and a phone call. The successful projects will be published on the NSW EPA website.
