Youth Opportunities Program - previous recipients
The Youth Opportunities program was launched in 2012. Since then, from 2012-2022, the program has funded 364 projects across NSW.
Case studies
A series of case studies were conducted as part of an independent evaluation of the Youth Opportunities program.
The evaluation sought to determine the extent to which the program was meeting its intended objectives and benefits for young people. The evaluation explored the perspectives and experiences of both young people participating in projects and key project staff from the funded organisations.
The evaluation team conducted in-depth discussions with funded organisations (funded in 2020, Round 9) and their young people to illustrate real-life examples of how some projects were being implemented.
The learnings from these projects are intended to help future applicants develop effective and impactful youth-led community projects.
Overall, the evaluation found that: "The Youth Opportunities Program is being implemented well, achieving program objectives and benefits for young people, and should continue to be a source of funding for community organisations in NSW."

Project description | The Northcott Society’s Experience Tasker project aims to provide work experience for young people with disabilities. The project recruited 23 young people with a disability between the ages of 18-25 years to establish a virtual business providing task-based support services. The purpose of the project was to provide young people with the confidence, skills and experience to work in a professional environment and become job ready. | |
How did young people participate in the project | Young people were given the opportunity to learn how to work in a professional workplace, including applying and interviewing for a position. They worked within Northcott to learn about and contribute to business development tasks, including researching, printing, laminating, mail outs and preparing resources. Participants were responsible for structuring and leading the project themselves and assigned leadership positions to certain team members. Participants also completed the TAFE Business Administration course at TAFE NSW. | |

How did young people benefit from the project | The Experience Tasker project provided an opportunity for young people to experience working in a professional setting and gain the skills needed to prepare them for future jobs. They built key professional skills, such as using Microsoft Office and Google Drive, how to use a copy machine to print and laminate, email etiquette, and using mailing labels. This project also helped participants to develop leadership and problem-solving skills, learn how to work to a deadline and delegate tasks, and practice using different programs to create flyers and logos. Furthermore, participants reported feeling more confident to advocate for themselves in the workplace and to ensure future management are aware of their needs. Building confidence and personal growth were the biggest benefits to project participants. With support from staff, participants were guided to take ownership of the project. As their self-confidence grew, they thrived in their roles- staff highlighted just how far some of came, including examples of young people who initially felt inexperienced and nervous going on to become team leaders. Staff noted how important it was for the young people to have autonomy and ownership over the project. Participants particularly enjoyed the challenge of working under pressure and finding ways to address issues that arose during the project as a team. They felt a sense of achievement from learning to work in a team and helping each other problem solve. | |
What enabled project delivery | The youth-led and youth-driven component of the project contributed to its overall success. While staff were available to provide support where necessary, they made sure to step back to provide the young people with the opportunity to take charge of the project, enabling the young people to take ownership and respond to issues themselves. Participants also designed their own logo and wore project uniforms and lanyards, which contributed to the sense that they were in a professional role – which was new for many– and the perception that they were in control of their workspace and in charge of the project. Participants oversaw the tasks they were assigned and made sure to assign these based on their strengths, what they were comfortable doing, and what they enjoyed. The preparedness of the project staff and a clear structure and expectations for the project also enabled project delivery. Participants found it beneficial when staff adequately explained what was expected of them, what the task would likely require, and the deadlines and schedules of each task. Furthermore, participants were able to provide feedback to assist in adapting the TAFE course to reflect what they were interested in learning or in areas where they had less experience, for example, technical skills like mail outs. This not only harnessed the voice of young people but ensured that participants were adequately trained and prepared to lead and deliver the project, and be better equipped for the workforce. | |
What challenged project delivery | During the project, there were many staff changes and inconsistencies. When new staff were brought in for the day, they were sometimes unfamiliar with the project and the capabilities of the youth. While participants found this challenging, staff reflected that this was actually a good learning experience for them as it provided an opportunity to learn how to adapt to these changes in the workplace. Another challenge was the physical spaces in which the young people were working, which for some, impacted their ability to work effectively. This included on occasion, insufficient equipment for participants to complete their tasks, or accessibility issues within the room itself. Some participants felt anxious that they could not move around in a wheelchair, especially when the room was crowded. Another challenge reported by participants was not always having enough time to finish their tasks, as they worked only one day a week, with the remaining days of the project dedicated to the TAFE course. Both participants and staff reflected that working one day a week put additional pressure on participants to adhere to project deadlines. The project was paused during the COVID response and restrictions, which limited the breadth of intended experiences within the project. It also created a continuity challenge for the young people, who found it difficult to complete the project after a loss of momentum. Whilst the TAFE course was attempted online, participants felt it was not feasible unless it was face-to-face, and once returning to the project and course, participants had to re-learn much of the content and skills again which further delayed the project. However, project staff noted one positive in response to this experience: participants were proactive in creating documents with written processes of each task that they (or others) could refer to when needed. | |
What could be improved | Feedback from participants and staff suggests that one day a week is not enough time to complete the project. Future delivery of the project should consider increasing this time, while also assessing how this may impact completion of the TAFE course. Though it is clear that COVID restrictions significantly affected project timelines, this additional time may be useful for engaging external mentors for training in specialised tasks to maximise the benefit for participants. Likewise, it could ensure there is enough time to expand project delivery by offering services to external businesses (as was planned for this project). Additional preparation time from the project staff may also help address the accessibility issues and equipment shortages experienced by the project team. | |

Project description | Creatures is a youth-led multimedia art form project addressing social exclusion of at-risk young people in the Byron Shire community. The project was developed by young people following a Collaborative Arts Jam and Youth Arts Consultation event, at which young people discussed issues of importance to them, and how to creatively find solutions. Many expressed struggles with isolation due to COVID-19, impacting their sense of self-identity, gender/sexuality and finding their place in society. Young people from marginalised groups, such as diverse social and cultural backgrounds or identifying as LGBTIQA+ expressed a desire to be heard by their community but did not have a platform to do so. A creative solution was Creatures - an opportunity for young people to express their identity and belonging in the community through art. Collaborating with local visual artists, electronic music artists and the Byron Youth Theatre, their work addressed meaningful themes, current issues and challenges that impact young people's lives through the metaphor of creatures. Productions of the Creatures project were held on the 18th and 19th of June 2022. | |
How did young people participate in the project | Young people were involved in the design of the Creatures project and participated in the development of their own artwork, with mentorship and training from local artists. They also contributed to the planning and running of the final event. | |

How did young people benefit from the project | Participating young people saw the project as a challenging opportunity to step out of their comfort zone and develop new artistic skills, techniques and experience with new materials. They also reported greatly valuing the experience of being mentored by local adult leaders in the arts field. Another benefit reflected on by young people was the team-based nature of the project. Whilst individually developing their own artwork, Creatures was an opportunity for young people to work together and contribute to an exhibition event. For many, this was a new experience and a chance to work as a team, and “not just individual artists”. The collaborative environment helped young people to build skills such as communication through idea sharing, creativity and relationships with others while developing their art. Young people reported a benefit of improved social skills and increased networks through the project, but also and notably, chances to work together with young people that they may not usually have had the opportunity to collaborate with. Given that many participating young people were at risk of social exclusion in the region, and that the community was emerging from the pandemic and natural disaster, staff viewed this as a profound and potentially long-term benefit | |
What enabled project delivery | In general, the supportive group of young people, BYS staff, adult mentors and community support involved were considered to have enabled project delivery, even when some challenges with timing were experienced. The support of the adult staff and mentors was seen by young people as crucial in providing a safe space to experiment and lead the design of their artwork (and the project) as they wanted to. They felt that the adults involved were clearly passionate about art and had an interest in the young people and their development. Staff credited the investment and shared commitment by everyone involved to sharing and promoting queer culture as a key feature in enabling project delivery. They also credited the local community and strong mentorship in creating a safe, collaborative space that balanced welfare and creativity, resulting in the successful Creatures exhibition and event. Being funded for a second time created an additional sense of continuity at BYS, with upstream benefits such as increased tenure of staff at the youth service and support staff which facilitated project planning and implementation. | |
What challenged project delivery | The weekly contact time required for young people by the project was around 2.5 hours per week. While participants noted this was a relatively short amount of time for an art-based project, compared with other artistic endeavours previously undertaken (e.g. at school or as a hobby), this was a challenging time investment. Staff also observed the young people experiencing this challenge, acknowledging that there was a lot for them to take on, juggling school, work, and other commitments, especially closer to the exhibition. Ultimately, this was all able to be successfully overcome, but it did present a challenge to the youth-led and youth-driven aspects of the project’s completion. Staff also spoke of some difficulties in delivering the project. Young people working in groups invariably work at different paces. Staff reported that it was challenging to- ensure there was enough for those finishing earlier to do, while remaining mindful that others may be struggling in response to time pressures. Creatures faced two major disaster events, COVID and floods, that impacted project delivery. Beyond the personal implications of these events on individuals, they meant that project delivery was delayed. These events exacerbated the isolation experienced by some participants, that the project was seen to help with. | |
What could be improved | This was the second occasion BYS had been funded by the Youth Opportunities Program. Prior experience and understanding of the program greatly assisted BYS’s planning and application process, and once funded, they were able to begin planning and implementing the project straight away. This was important because of the ambition of the project and the logistics required to make it happen (e.g. liaising with local mentor artists, scheduling transport for the young people). Even with this ‘head start’, both staff and participants spoke of the time constraints that the project created, in terms of delivering the project within the defined timeframe (albeit with extension) and balancing other activities in their lives. Creatures, like many other arts-based projects, and/or projects that build to a final show/exhibition/event noted that for implementation, the project will take as much time as it can be given. For example, the ~2.5 hours per week that participants dedicated was by their own admission less than it could have been to undertake the mentoring activities and complete their artwork. Ensuring adequate preparation and lead-in time for young people to familiarise themselves with project, mentors and other peers, along with the potential to build in intensive days during the project design phase are options that similar projects might benefit from adopting in future funding rounds. | |

Target groups | The program is open to all young men aged 12-17 in the community, including Aboriginal young men, who are either in transition from primary school to high school, high school to employment or training, or who are homeless or at risk of homelessness. |
Project description | The ‘Shed Talks’ project was developed in recognition of the fact that vulnerable young men experience barriers accessing a great community strength: good and caring people who want to offer their time and goodwill to listen to and patiently guide them. The project was also formed in response to young people already involved with BttB programs who were eager for more opportunities to connect with peers between formal BttB sessions. Operating in Albury, Bathurst and Forbes, Shed Talks are an open space and time for young men to meet fortnightly, eat and mix, not only with their peers, but also with adult members of their local community. Through these relationships, the project intended to help young men develop the practical, social and emotional skills that others may take for granted. Shed Talks aimed to instil BttB values of mateship, resilience and a sense of belonging, by bringing the community to young people, rather than the other way around. Project activities were deliberately broad, open and driven by young people. Participants were encouraged to approach Shed Talks sessions however they wanted to. Typically, sessions included activities like making pizzas, playing sports or board games, as well as taking the opportunity to chat with BttB staff, or invited community mentors that young people have found a shared interest with. |
How did young people participate in the project | Young people were involved in all facets of the shed talks evenings. They were consulted about guests/adult mentors that they would like to meet at upcoming sessions and were responsible for preparing the pizza meals (including leading the purchasing of ingredients) and selecting activities. |
Case study data collection | 3 young people participated in the focus group, supervised by 1 staff member. The staff member then participated in an interview. |
How did young people benefit from the project | Participants reported that Shed Talks sessions were well managed and run by BttB staff, which enabled key benefits of positive social development, social network building, and opportunities to interact with mentors, either from BttB or the broader community. Project staff reported that these benefits were received by young people at a level greater than first envisaged. Mentors reflected not only that they underestimated the appetite of young people to engage socially with adults and their peers and develop these skills, but also just how much they could ‘stand back’ and let the boys run the sessions and steer the project as they became more confident. Staff indicated that the project provided a unique environment for participants to connect with peers in a different way than typical, mainstream contexts like school or sporting clubs, which Shed Talks participants tended to be not interested in, or at worst, excluded from. Other important skills such as peer leadership were also emphasised, for example through older boys showing someone new to Shed Talks how the sessions work and helping them settle into their surroundings. Participants also described technical and practical skill development that they were able to apply in their daily lives, such as cooking skills (particularly with the pizza oven), experience in grocery shopping to a budget and event management skills through working together with adults to plan the shed talk sessions and liaise with guest mentors. |
What enabled project delivery | Both participants and staff acknowledged the consistent, safe, and welcoming space of Shed Talks as an important successful feature of the project. Running sessions fortnightly at the local shed provided an environment for young people to meet and connect with peers and adults without many of the barriers to social connection that they had in other contexts. Importantly though, staff ensured that there were inherent flexibilities within sessions to ensure they were youth-driven, and that participants could approach and engage with the sessions however they wanted to or felt comfortable doing at the time. For example, this meant perhaps kicking the football in one session, playing a board game with peers the next, or solely chatting with mentors the following session. Participants acknowledged the participation of mentors as crucial in the success of Shed Talks. Their ongoing support and of young people, and cooperation during project design and delivery, was important in building confidence among the young people involved. Practical aspects of project delivery such as logistics and providing transport to young people to and from Shed Talks were also considered vital in overcoming fundamental barriers to participation. |
What challenged project delivery | A challenge in delivering Shed Talks was striking a balance between maximising participant numbers without allowing the number of participants to become so large that it was detrimental to the social and relationship objectives of the project. To account for this, the organisers ended up splitting the groups into smaller sessions on different evenings. Whilst this was seen by staff and participants as a good decision, it created the additional challenge for staff of managing an additional session. Although a successful part of Shed Talks was the flexibly structured design that enabled young people to lead and shape the sessions, participants believed that a slight shift toward more specified set activities in each session, in combination with a greater variety of these potential activities (e.g. more games or ball sports to choose from) could make this even more successful. Staff observed the potential downsides in terms of maintaining mentor relationship continuity when sessions were fortnightly. COVID related delays were also a significant challenge in this regard. |
What could be improved | Generally, the participants and staff believe the design of the program was appropriately balanced and did not require significant changes or improvement, primarily due to its simplicity and flexibility. Much of the funding from the Youth Opportunities Program contributed to catering, food preparation and cooking equipment (notably pizza ovens), which has meant that most of the infrastructure is now established at the sheds. Staff spoke of a desire to open Shed Talks further, both to enable more young people in the current communities to participate, but also potentially to more sites. To operate at a larger scale would require some adjustments, though predominantly these would be physical resources, equipment and space to accommodate scale, rather adjustments to the project design itself. |

Project description | The Zest for Life project was designed as an extension to the Soil2Soul partnership between LeaderLife, a local lime farm, and local training organisations. It aimed to deliver vocational training to over 20 young people aged 15-25 years, who had disengaged from education and/or were at risk of involvement with the criminal justice system. The Zest for Life project involve the production and selling of cordial. It was developed in response to an idea raised with young people, that the limes that could not be sold as whole fruit could still be used to manufacture cordial. Not only would this create less waste, but by selling the product, it would enhance the social impact of the Soil2Soul enterprise. Zest for Life offered opportunities for young people to be mentored by leaders in the community, including from local business, local Aboriginal Elders, and law enforcement. | |
How did young people participate in the project | Young people were involved in all stages and components of the project, from concept through to producing the final product and sales. This included the manufacturing, marketing and participating in business aspects of the enterprise. They also gained certified training and other skills (such as driving practice to contribute to gaining their license) that improve work readiness. | |

How did young people benefit from the project | Project participants reported experiencing a range of benefits that broadly sat within four areas: sense of belonging, independence, skill learning/mastery, and generosity. Skill and knowledge development were the major benefits according to young people. These were wide ranging, including technical skills, training (e.g. machinery, food safety and first aid) and practical daily living skills such as driving practice (which contributed to gaining their license). Being involved in the process of harvesting limes through to the production and ultimately selling of cordial at farmers markets was seen as vital in building a sense of teamwork, confidence and pride in their work. While participants were exposed to a rounded set of experiences, they were also encouraged to take ownership of the skills and experiences that interested them throughout the process as an opportunity to become further proficient or specialize. For example, those with interest in production and processing could focus on this area, while others could develop skills in the marketing and social enterprise facets of the project. Growth in young people’s independence was evident in the youth-led and youth-driven design and implementation of the project. For example, young people pointed out that the sustainability focus of the project, through finding a use for limes that would otherwise be wasted was an important benefit that resonated and gave them a sense of pride. Authentic youth voice was incorporated into the cordial product itself; originally described as ‘artisan’ cordial, participants decided to change this description to ‘all natural’ as it better reflected their language and ownership of the product they were creating. Staff perceived an instant gratification among the young people when selling the cordial; it gave them a sense of accomplishment and achievement of having overseen the whole process from harvest to production to sale. Sales took place either at market stalls or through engagement with other local organisations who could use or sell the product (e.g. to local cafes or bars). Staff noticed developments in participant confidence, particularly among those who may have previously been lacking in this area, which was particularly powerful. | |
What enabled project delivery | Participants and staff both described characteristics of the other group that enabled the project to run smoothly and successfully, such as their willingness to be involved and to learn from each other. While participants reported many benefits of their involvement, the project was designed extended them and pushed their limits as they developed new skills and experiences. To this end, staff observed plenty of resilience and initiative among the young people in terms of leading the project and embracing the challenge every day. Staff also pointed out the mutual learning experience that Zest for Life offered, which contributed to supportive relationships between mentors and young people, which for many were among their first meaningful working relationship experience. Participating young people were also paid for their involvement and efforts throughout the project, which they reflected as validating and important for self-confidence and sense of belonging among the project team. Two design features that contributed to the success of the project were discussed. First was that the cordial production process meant that ‘there was a role for everyone’. No matter what level of engagement, confidence and self-efficacy young people entered the project with, there was always an opportunity for young people to be involved and drive their experience. For example, those who weren’t ready to commit to the more social, enterprising components of the project (e.g. running market stalls or engaging local businesses) could be involved in the initial harvesting and production on the farm as a safer place to build relationships and confidence. Second was a ‘match the batch’ concept. Driven by young people, this involved naming each batch of cordial and linking a QR code to each bottle which customers could scan. If scanned, the Zest for Life project team members (young people and staff) would undertake a random act of kindness. Not only was this an important youth-led idea, it prompted additional and random opportunities to reflect on their involvement. | |
What challenged project delivery | Participants generally associated challenges or ‘downsides’ of participation with features of the project that were new to them and /or put them outside of their comfort zone. This included difficulty with aspects of the cordial production and sales process, such as licensing, understanding food product regulations and testing and marketing principles. However, reflecting on these experiences, these were framed as positives and further sources of pride and accomplishment. LeaderLife acknowledged that by leveraging the existing Soil2Soul partnerships and relationships with young people, community businesses and resources, the Zest for Life project could start straight away and with momentum. This mitigated the common and ongoing challenge with projects that focus on employment pathways: that rapport and trust building take time, especially with vulnerable and marginalised young people. COVID impacts also affected the continuity of these relationships, as well as the intended reach of the project. For example, prior to the pandemic, Zest for Life had planned to have a component of the process in partnership with local corrections services to enable young people currently involved with the law to gain experience in the early stages of the cordial production process. Unfortunately, this couldn’t proceed as planned. | |
What could be improved | Projects that leverage employment pathways, focus on skill and experience development and rely on a foundation of supportive adult relationships face a significant challenge in delivering the project within the current Youth Opportunities Program timeframe. Despite already bringing existing relationships with young people and within the community thanks to the Soil2Soul project, LeaderLife still experienced this challenge. A suggestion for program and funding design would be to prolong project timeframes where possible to better acknowledge the time needed to establish and/or strengthen relationships and trust with young people. This would not necessarily mean more funds, rather funding being spread over a longer period to assist both project sustainability and depth of project benefits such as employment pathways and external partnerships (e.g. social enterprising and investment). | |
