About the Program
The NSW Reconstruction Authority (RA), in partnership with Homes NSW, is progressing an Expression of Interest (EOI) to relocate buyback homes acquired through the Resilient Homes Program (RHP), and temporary pods from the Northern Rivers and Central West.
The EOI is designed to allocate suitable dwellings to eligible organisations, including Aboriginal Community Housing Providers and Community Housing Providers, Local Aboriginal Land Councils, Aboriginal Community Controlled Organisations, local councils, Not-for-Profit community organisations and NSW Government agencies with a key worker need, to deliver affordable, social, transitional, crisis or key worker housing, or as community spaces that provide human and social support services.
This includes:
- relocating and reusing suitable buyback homes acquired through the Resilient Homes Program (RHP) in the Northern Rivers
- relocating and reusing temporary pods in the Northern Rivers and Central West flood recovery responses.
This program forms part of the NSW Government’s broader housing response to the 2022 floods, and ongoing housing pressures across the Northern Rivers and Central West.

This program aims to provide additional housing options to eligible organisations as quickly as possible, using available dwellings and temporary accommodation to support people experiencing housing stress in the Northern Rivers and Central West regions.
The EOI will be open to eligible organisations including Aboriginal Community Housing Providers and Community Housing Providers, Local Aboriginal Land Councils, Aboriginal Community Controlled Organisations, local councils, Not for Profit community organisations and NSW Government agencies with key worker or housing need. Full eligibility criteria will be released with the EOI.
The program includes a mix of housing solutions, with some providing longer-term housing and others intended for temporary accommodation to meet immediate housing needs. Further detail will be included in the EOI documentation.
Applications will be assessed through a transparent EOI process based on published criteria. This will include factors such as community benefit, alignment with housing need, organisational capability, and readiness to deliver. Successful applicants will be selected based on how they meet these criteria.
