Message from the Registrar
The number of registered community housing providers in NSW continues to grow with a total of 250 CHPs now registered under National Regulatory System Community Housing and NSW Local Scheme. This represents an 8.2% increase from last year.
During this reporting period, 19 new providers were registered, and 2 registrations cancelled as requested by the providers.
I’m especially pleased with the success of the Local Scheme, which enables providers who are ineligible under the National Law to be regulated in a comparable way. It has facilitated the participation of 23 Aboriginal providers who would otherwise be excluded. The Local Scheme offers flexibility, allowing tailored regulation for different provider types in a varied property market.
The diversity of registered entities remains strong. Over half of these organisations deliver Affordable Housing, either as their core focus or as part of broader services. We observed a slight decrease in the number of community housing properties regulated by our office from over 72,000 to 70,747. This is primarily due to the exit of properties from the National Rental Affordability Scheme (NRAS).
However, with the rise of Special Purpose Vehicles (SPVs) and the Federal Government’s Housing Australia Future Fund, we expect this trend to reverse in the coming years. The increased use of these SPVs is expected to be the main driver of growth of entities seeking NRSCH registration in the coming year.
The following slides provide insights into sector growth and performance outcomes. We are seeing an increased maturity in the sector with a reduction in recommendations being made by our office with providers. This is being achieved through ongoing proactive engagement by our compliance and registration team with providers throughout the year.
Most providers continue to meet the Registrar’s performance benchmarks, with no significant compliance issues identified in this period.
Our office will continue to monitor developments closely.
Further details on compliance assessments and our work are available here.
I’d like to thank our team, community housing providers, industry leaders, and supporting agencies—including Housing Agencies—for their ongoing contributions. Their efforts ensure the sector remains well-governed, well-managed, and sustainable, meeting tenant needs and maintaining confidence among government and investors.
As always, I welcome feedback on this report and our performance.
Regards
Chris Valacos
