The NSW public sector has a clear and flat structure for senior executive roles across its departments and agencies (see Circular PSCC-2013-10 for design rules under the GSE Act). This helps senior executives move between roles and makes work levels, roles, and remuneration easier to understand.
Senior executive roles are grouped into bands based on work level standards, with Band 4 as the highest -Secretary level. A Secretary employs senior executives in their department, and the head of a separate agency will employ senior executives in their agency. Both Secretaries and agency heads can create senior executive roles.
