ClubGRANTS local committees
Learn how local committees set priorities and manage Category 1 ClubGRANTS funding in NSW and what clubs must do if a committee is not formed.
Local committees
A local committee must be established in areas where the Category 1 ClubGRANTS liability for all participating clubs exceeds $30,000 expenditure.
Local committees bring clubs and key community organisations together. Their role is to identify community service priorities for Category 1 expenditure in their local government area and make recommendations on the allocation of Category 1 funding to clubs.

Local committee not formed
The Office of Responsible Gambling and Department of Communities and Justice develop a list of social expenditure priorities for local government areas where:
- a local committee is not required to be established, or
- no local committee is formed

In instances where no local committee is formed when required, clubs will also need to submit the required report to L&GNSW to comply with paragraph 2.1.6 of the guidelines. This report should detail the ‘exceptional circumstances’ that prevented the local committee from forming.
Category 1 funding estimates
The ClubGRANTS guidelines (paragraph 4.6) require each club to advise its local committee in writing of their Category 1 funding allocations made in the previous year.

Request for endorsement of community organisation
As outlined in section 6.2 of the Guidelines, local committee membership in each LGA is to include representative/s of a community organisation endorsed by the Office of Responsible Gambling.
Endorsement of the community organisation representatives will be contingent on the community organisation:
- operating as a not-for-profit or social purpose organisation
- maintaining independence from the local club/s and its directors, ensuring a separation of interests
- having insight into the local community through its presence and activities in the LGA where the committee is being established.

Request for social expenditure priorities
If a local committee is not formed, the Department of Communities and Justice and the Office of Responsible Gambling must develop a list of social expenditure priorities for the relevant LGA and make this available to the relevant clubs, either directly or through ClubsNSW, for the purposes of determining priorities with respect to the Category 1 funding of community development and support projects.

- Local Government Area (LGA)
- any additional information, for example, in LGAs where a local committee is required but could not be formed, information about unsuccessful attempts to engage with Local Council and Department of Communities and Justice (email records, details of representative/s contacted).

Submit local committee membership details
The Office of Responsible Gambling is responsible for publishing a register of local committees and the organisations forming their membership on the Liquor & Gaming NSW website. Local committees are required to provide the Office of Responsible Gambling with this information, including any changes to its membership, to ensure the register remains updated.

- The local government area in which the committee has been established
- Who the committee is convened by
- All members of the committee
- Contact point for the local committee: name, phone and email address
- Contact details of person submitting form (not to be published on the L&G Website)
