About the Independent toll review
The government set up an Independent Toll Review to find ways to improve the toll system. The review looked at whether toll prices were fair, simple, and consistent, while also making sure our roads stayed efficient. For more details, go to our Terms of Reference.
The Independent Toll Review was led by:
- Professor Allan Fels AO, former Chair of the Australian Competition and Consumer Commission.
- Dr David Cousins AM, former Chair of the Prices Surveillance Authority and Director of Consumer Affairs Victoria.
The review is now finished, and the Final report (PDF 14.25MB) has been released. The NSW Government is gradually addressing the recommendations from the review.
We have shared the Interim (PDF 7.38MB) and Final reports with the public. It's important to understand that the opinions in these reports are from the independent reviewers, not NSW Treasury, Transport for NSW, or the NSW Government.
In the 2024-25 NSW Budget, $16.6 million was allocated to support tolling reform initiatives as an outcome from the review.
By the end of 2024, the Government:
- Created the NSW Motorways entity through legislation.
- Introduced laws to support tolling reforms, like IPART’s role in monitoring tolls and creating a new industry ombudsman.
- Started direct negotiations with NSW toll road operators and signed an In-Principle Agreement for more detailed discussions on a new pricing model in 2025.

The independent reviewers released their Toll Review final report (PDF 14.25MB) on 16 July 2024, outlining their findings and recommendations for toll reform in NSW.
Some of their recommendations include:
- A move from the current tolling system to a network tolling system.
- The ‘NSW Motorways’ entity to drive toll reform in NSW.
- Improving transparency on tolling information.
- IPART’s role in price monitoring to increase transparency and oversight.
The Toll Review worked closely with the public and other groups to gather insights and test ideas with the consultation on the Interim Report in 2024. All suggestions and discussions were carefully reviewed before being included in the Final Report. The independent reviewers shared their Interim report (PDF 7.38MB) on March 11, 2024, with their first ideas and suggestions for improving the toll system.
To create the Interim Report, the reviewers performed extensive research from many different sources and gathered feedback and consultation on the current toll systems in 2023.
