Herbert Street Precinct, St Leonards
The Herbert Street Precinct is a whole-of-government initiative that will activate underused land in St Leonards, next to the Royal North Shore Hospital.
In partnership with other NSW Government agencies, we are working to secure the vision for a thriving precinct. The initial stage will deliver housing and improve the public domain by optimising access to established essential services in transport, health, and education.
PDNSW owns the parcel of land known as Lot 4B, which fronts Herbert Street and is currently being subdivided from 1 Reserve Road, St Leonards . The site has the potential to deliver up to 448 new homes.
The land was approved for rezoning as part of the Crows Nest Transport Oriented Development rezoning proposal in November 2024, this requires 15 per cent of housing built on the site to be affordable housing.

Royal North Shore Hospital Campus Master Plan
NSW Health has completed planning work to secure the hospital’s clinical capacity, now and into the future.
The Royal North Shore Health Master Plan includes the whole campus and its connection to land we own, which together form the Herbert Street Precinct. The master plan includes expanding clinical and non-clinical services over the next 40 years.
NSW Health has also done planning to consider the non-clinical facilities that consumers, the workforce and visitors to the hospital campus will need. This includes:
- education and research facilities
- green space
- better transport
- childcare
- diverse and affordable accommodation for health workers.
The NSW Government will ensure the hospital remains a world-class health precinct and that revitalising the Herbert Street Precinct does not detract from clinical services in the future.
What's happening now?
- PDNSW is running an Expressions of Interest (EOI) campaign seeking parties interested in buying, or entering into a long-term lease, to develop the 3,301 square metre parcel at Lot 4B, Herbert Street.
- The land is zoned as MU1 – Mixed Use, allowing for a residential tower to be developed above a commercial base.
- This is the first step in a selection process to identify suitable candidates before formal proposals for purchase are requested for consideration.
- The EOI campaign closes at 3:00 pm, 15 May 2025.
