Program objective
The Festival of Place is a place-based, citizen-led, and multi-disciplinary festival that shines a light on the value of our great public spaces and the stories that enrich them and bind us together.
As part of The Festival of Place, the curated program in FY22/23 is called reVITALise. The reVITALise program will trial creative interventions and activations of transport-owned sites and assets to support the case for positive long-term change.
The Round 1 pilot council partner is Glen Innes Severn Council who will focus on activating the former Glen Innes Railway Station and surrounding public space to support the development of the New England Rail Trail.
Objectives include
- trialling activation of underutilised assets in line with long-term strategies and investments of Transport for NSW and the Transport Asset Holding Entity
- unlocking public space outcomes for the community, with a focus on walkability and safety (including for women and girls)
- making regional and outer metropolitan NSW a better place to live, work and visit
- increasing engagement with the local community, including artists, creative organisations, small business, local council, and visitors
- increasing employment to support economic recovery.
This program is administered by Transport for NSW.
Eligibility
Who can apply
- Councils with a community interest in activating a transport-owned site or asset that is ready for use (existing public access and landowner’s consent) and is part of a wider strategic active transport network.
Who can’t apply
- Councils where transport-owned sites or assets are not part of a wider strategic active transport network, where the site or asset is not publicly accessible, and where landowner’s consent is not in place.
Types of projects funded under this grant
Trial creative placemaking and activation of transport-owned assets to make a case for long-term change. This can include
- demonstration projects
- micro-festivals and community events
- creative placemaking interventions.
What can’t you apply for
- Capital equipment, meaning any item of tangible property, purchased, leased, created or otherwise brought into existence wholly, or in part, with the use of the funding, which has at that time a value of over $5,000 inclusive of GST, but does not include project material.
- Costs that are directly related to project management or staffing.
Example projects
The program will deliver creative temporary interventions as pilots on transport-owned sites and assets.
This can include pilots, pop-ups, creative interventions, events, temporary public art, short-term treatments and semi-permanent changes to create neighbourhoods and enliven public spaces.
The creative placemaking through this partnership program with Transport for NSW will be designed to reflect local place identity and character.

Address the eligibility criteria
Sites need to
- be transport-owned sites and assets
- be publicly accessible and hazard-free for the purpose of this program
- have landowner’s consent in place for the purpose of this program
- have existing engagement with Transport for NSW to support community-led activation.
Address the assessment criteria
Eligible transport-owned sites and assets were assessed based on these themes:
- Strategic alignment with Transport for NSW’s Future Transport Strategy to enhance the liveability, amenity, and the economic success of communities through on-the-ground activation for communities.
- Place-based alignment to support a longer-term strategic vision for the site and opportunity for community benefits including improving public space outcomes with a focus on walkability and safety (including for women and girls), community engagement and social benefit.

The Round 1 pilot council project is located within the Glenn Innes Severn local government area and is focused on activating Glen Innes Railway Station and surrounding public space to support the development of the New England Rail Trail.
After the application is submitted
Successful applications will be decided by: Cities Revitalisation and Place, Cities and Active Transport, Transport for NSW.
Transport for NSW will work collaboratively with the eligible partners in line with the program objectives. The Round 1 eligible council partner is Glen Innes Severn Council.
