- Provide a welcoming presence within stations and opportunities for the arts sector to contribute to the Sydney Trains network.
- Commission public art of high quality.

Eligibility
Who can apply
Artists must be an individual or a group who are:
- 18 years or above
- Australian citizens or permanent residents
- residing in NSW
Who the grant is targeted towards
Public artists interested in installing work at Kogarah Train Station
Types of projects funded under this grant
One successful Artist/group will be selected to develop public artwork at Kogarah Train Station.
When the project can start and end
The design development, review, and approvals phase will occur from July to August 2024 for the selected artist/s. Following this, the artwork installation will take place from September 2024 to December 2024.
The project should be started by 15 July 2024 and the project must be completed by 31 December 2024.
Outcomes for projects funded under this grant
The pilot program aims to deliver high quality public art and align with Transport for NSW’s commitments to improving customer experience and delivering successful places; promote inclusivity, community involvement, public pride and ownership of Sydney Trains stations and surrounding precincts.
What costs you can apply for
A maximum $9,000 of the total budget must go towards Artist Fees.
The remaining $21,000 can cover costs such as fabrication, installation and community engagement fees.
Who can’t apply
You cannot apply if you:
- are an organisation (legally constituted establishments with an ABN)
- are a current employee of Transport for NSW or Create NSW
- have been employed by Transport for NSW or Create NSW within the last 12 months
- are seeking support for filmmaking, screen productions or film festivals. Please refer to Screen NSW regarding film sector funding opportunities
What costs you can't apply for
You cannot apply to use funds for:
- ongoing maintenance of the artwork
- repayment of loans regarding funding opportunities
- costs not associated with this project

- You can only submit 1 application for the Train Station Community Art Program
- You MUST request the full $30,000 and use the total amount for your project
- An artist cannot apply as an individual and in a group

The 5 shortlisted artists will be required to provide the following:
- A detailed concept design including a photomontage of the proposed artwork
- Outline engagement with differing communities that utilise the station
- A project plan and schedule detailing key milestones
- A maintenance manual detailing considerations for ongoing maintenance where needed
- Budget breakdown
- Biography/CV for Artists or key collaborators involved in the project
- Letter of confirmation from artist/s, organisations and/or communities that can confirm they are working with you on the project
- Letters of support from artist/s, organisations and/or communities who can speak to your project vision and your/the group’s experience in project delivery
- If working with Aboriginal communities you will be required to provide letters of support and/or confirmation from relevant Aboriginal artists, Elders, Organisations or community members
- An ABN or engage a Funds Administrator
Address the eligibility criteria
Each applicant, as part of an application response, must confirm that they meet the eligibility criteria.
Applicants that do not address the eligibility criteria in full may be excluded from the application process at the department's discretion.
Address the assessment criteria
- Merit: Artistic merit as evidenced in the material provided.
- Relevance: Artwork relevance to Sydney Trains’ customers, precincts and community.
- Experience: Previous public art experience.
- Ability: Ability and willingness to develop artwork in collaboration with Transport for NSW and deliver art installation from September 2024.

Engagement with a priority area/s is not compulsory. If the activity engages with the needs of a community or has outcomes that benefit specific Create NSW priority areas, shortlisted artists will be required to include these details.

Applications for this grant are available via the Create NSW SmartyGrants homepage.
After the application is submitted
You will receive an email confirmation from our secure online grants system, SmartyGrants. Transport for NSW and Create NSW have the discretion to accept late applications only where it would not compromise the integrity and competitiveness of the process. The applications will be assessed and both shortlisted and unsuccessful applicants will be notified.
Application results
All applicants will be notified of the outcome of their application.
Funding Payment
If your application is successful, you will be sent a Funding Agreement/Letter of Offer. This outlines the conditions of funding, how you will be paid and your grant reporting requirements.
Payment will not be made until any Create NSW outstanding acquittals have been submitted.
Acknowledgement of NSW Government support
As the recipient of funding, you must acknowledge the support of the NSW Government in all program publications, promotional and advertising materials, public announcements and activities.
You will be expected to show evidence of this at the acquittal stage. Failure to do so could impact future funding opportunities.

Assessment Stage 1
Your application will be assessed by a selection panel which consists of representatives from the arts sector, Create NSW and a First Nations Curator. The selection panel will assess and rank all applications against four assessment criteria: Merit, Relevance, Experience and Ability. The panel assessment scores will be amalgamated and presented at the assessment meeting to determine the 5 shortlisted artists.
TfNSW and Create NSW may, at their sole discretion, and at any stage of the application process, do all or any of the following:
- require additional information from an applicant
- change the scope of the requirements of these guidelines
- vary, amend (including by replacement), or terminate the application process
- re-open an application after the closing date, provided it doesn’t give the applicant an advantage over other applicants
- consider any non-conforming or late application
Assessment Stage 2
The panel will assess the 5 shortlisted artists concept designs to ensure they meet the selection criteria.
A fee of $1,000 will be paid to each artist to develop their concept design. The concept design fee will be paid after the selection panel has reviewed the applications. Progression of artists to this stage does not constitute an agreement by Transport for NSW / Create NSW to design the concept.
Assessment Stage 3
TfNSW and Create NSW will consolidate a report on the outcomes based on the quality of the applications as assessed by the panel.
Recommendation
Final recommendations are submitted for the consideration of the Sydney Trains Chief Executive.
Anticipated assessment outcome date is 27/05/2024 for shortlisted and unsuccessful artists. Notification of selected artist/s and unsuccessful artists by July 2024
Anticipated date for funding deed execution with successful applicants is within one month of successful notification. Funding Agreement will be sent by Create NSW.
