What’s this about?
IPART have published an Issues Paper and encourage stakeholders to consider and respond to the important questions asked on the review of our methodology for calculating the discount rate for local government infrastructure contributions.
We use our methodology to calculate the discount rate that we recommend councils apply if they are using a net present value (NPV) approach to calculate local infrastructure contributions. IPART calculates and publishes the discount rate every 6 months.
Why is the discount rate important?
For contributions set using an NPV approach, the discount rate for local government contributions plans influences the contributions that developers must pay to councils to fund the local infrastructure that their developments require.
This review aims to ensure that our discount rate methodology is fit for purpose and consistent with the aim of timely provision of local infrastructure, and affects:
- local councils
- property developers.
On 14 October 2025 we will hold our first public workshop for this review to provide an opportunity for stakeholders to ask questions, raise issues and comment on the matters raised in the Issues Paper. We encourage interested stakeholders to register and attend our public workshop.
We will consider all stakeholder feedback, as well as input from any external consultants and our own analysis, before releasing our Draft Report for further consultation later in the year, with draft decisions expected in December 2025.
