Independent Pricing and Regulatory Tribunal (IPART)
What’s this about?
The Independent Pricing and Regulatory Tribunal (IPART) is inviting feedback on how it should put into place:
new price caps
new billing requirements.
The aim of these price caps and the new billing requirements is to make sure residential embedded network customers have similar outcomes to on-market energy customers (those not in an embedded network).
This includes:
- paying similar prices
- having comparable customer protections.
These new requirements cover residential embedded network customers who receive:
- electricity
- gas
- hot water
- centralised air conditioning.
IPART has released a Consultation Paper seeking feedback on key issues. We have also released a draft billing standard and a draft methodology for determining maximum prices.
Embedded networks are private energy networks where an operator or retailer pays to receive energy from the grid. They then on-sell that energy to customers at the site. They are common in apartment blocks, retirement villages and caravan parks.
Customers in embedded networks often have limited ability to change their energy retailer or supplier if they are not satisfied with prices or service levels.
