Implementation
How we will monitor, evaluate and govern the delivery of our Multicultural Plan.
Delivery and evaluation
Implementation will be informed by ongoing engagement with multicultural communities, Employee Reference Groups, Multicultural NSW and other relevant stakeholders. We will track progress for each action and theme. Individual actions will be monitored using a simple status approach (not started, underway, implemented).
This Multicultural Plan will also inform reporting to Multicultural NSW through the MORF.
The ability to complete each action will be dependent on required approvals and budget availability.
Each theme includes a small set of measures to help us track progress and stay accountable. This provides a balanced view of progress while strengthening our evidence base over time. Data will be used to track changes from our starting point. Qualitative evidence, including case studies, will capture how change is being experienced and embedded across the department and our sectors.
Read more about our measures under ‘About our Multicultural Plan’.
Evaluation will focus on drawing practical insights to inform continuous improvement over the life of the plan. A full review will be undertaken at the end of the plan period (2029) to assess outcomes, identify lessons learned and inform the next iteration of the plan.
Governance
Strong governance will support delivery and accountability across the life of the plan. Progress will be reported regularly to the department’s Executive Leadership team as well as to the Department of Communities and Justice. This will be coordinated from the department’s Social Policy unit in the Corporate Services division.
An executive sponsor (Deputy Secretary) will provide senior leadership oversight, supported by internal governance mechanisms and a Multicultural Plan implementation working group. Engagement with Employee Reference Groups will ensure diverse perspectives inform implementation.
A detailed delivery plan will outline how the actions will be delivered, as well as individual project plans. It will also align with and complement related action plans to ensure a coordinated and consistent approach across the department.
Progress will be monitored and reported through the department's annual multicultural reporting processes in accordance with the Multicultural NSW Act 2000 and the MORF.
Reporting will focus on progress against identified actions and outcomes, key achievements, emerging opportunities and lessons learned. This will support transparency, accountability and continuous improvement in how DCITHS engages with and meets the needs of culturally, linguistically and religiously diverse communities.
