Manly health and wellbeing precinct
In progress: The concept master plan focuses on delivering health and wellbeing related uses, a mix of open and community spaces, and more.
We are collaborating with the private sector, the community and NSW Government stakeholders to develop a master plan to redevelop the former Manly Hospital as a future health and wellbeing precinct. This will benefit the Northern Beaches and broader NSW community.

Preferred delivery partner selected
Following a competitive Expression of Interest and request for detailed proposal process, Aveo has been nominated as the exclusive preferred partner to deliver the community’s vision for a vibrant health and wellbeing sanctuary.
The confirmation of Aveo as the delivery partner is subject to the final approval of their proposal.
Subject to planning approval, it is envisioned that the precinct will offer:
- seniors housing, including independent retirement living and affordable housing
- a residential aged care facility
- public open spaces
- a health and wellbeing centre
- community and retail spaces
- a childcare centre.
Stakeholder engagement
In April 2025, the NSW Government and Aveo began consultation with key stakeholders and neighbours.
Consultation focused on an introduction to Aveo, their initial concept plan and its alignment with the community's vision and guiding principles for the site.
This is the first step in the consultation process, broader community consultation will take place as part of the state–significant development application (SSDA) process.
The NSW Government will now begin the SSDA process, following the issuance of the Secretary’s Environmental Assessment Requirements (SEARs) in May 2025.

Onsite works
In May 2025, Aveo commenced detailed due diligence investigations onsite as part of the SSDA process and ongoing transaction negotiations.
This work includes site inspections, drilling and testing of ground conditions, and fauna studies, and is expected to run for 5 months. Excessive noise or disruption to traffic along Darley Road is not anticipated.
Next steps
The Secretary's Environmental Assessment Requirements (SEARs) was issued in May 2025. Aveo will now work with the NSW Government and the community to prepare a concept state–significant development application (SSDA), which will set out the proposed plans for the site.
The SSDA will be subject to community consultation once it goes on public exhibition, as part of the planning assessment process.
The community's input for the site has already played a vital role in shaping the proposed health and wellbeing related uses planning for the precinct.
The NSW Government and Aveo will continue to collaborate with the community and Northern Beaches Council throughout the planning process to create a legacy precinct that will benefit current and future generations.

Background
In October 2018, Manly Hospital was closed. All patients and services were relocated to the new Northern Beaches Hospital.
In November 2018, the NSW Government announced that the Adolescent and Young Adult Hospice would be located on a portion of the site. The hospice opened its services to the community in March 2023.
We conducted community consultation in August and September 2019 to identify key themes to create the vision for a health and wellbeing precinct on the former hospital site.
