What is the purpose of the A&T Act review?
An inclusive, flexible and future-focused apprenticeship and traineeship system in NSW is essential to meet the changing workforce needs, including those driven by new industries and technologies.
The A&T Act review aims to ensure the system is responsive to the needs of apprentices, trainees, employers and service providers, strengthening training pathways and boosting completion rates.
What will the A&T Act review focus on?
The A&T Act review focuses on modernising the legislative framework to ensure it supports a high-quality, accessible and future-ready apprenticeship and traineeship system.
The review is guided by 5 key reform directions:
We are examining how the A&T Act can better uphold safety, quality and consistency across the system.
We aim to set clearer expectations for employers and training providers, so apprentices and trainees get the support they need to succeed.
We are exploring opportunities to introduce more flexible training options that better reflect how people live, work and learn today.
We are identifying opportunities to streamline processes, reduce barriers to progression, and strengthen support that helps students to stay engaged and complete their training.
We are considering ways to simplify administration, improve digital access, and enhance overall system performance so the framework is easier to navigate for students, employers and providers.
Stakeholder consultation
From August to October 2025 the NSW Government consulted with stakeholders who interact with the apprenticeship and traineeship system, including:
- apprentices
- trainees
- employers
- training providers
- industry representatives
- community organisations
- members of the general public.
Feedback was collected through:
- in person discussion and listening sessions
- detailed surveys
- written submissions
What happens next?
The feedback provided is being used to shape and design proposals to amend the A&T Act. These proposals will be considered by government and ultimately, by the NSW Parliament.
