What is the purpose of the A&T Act Review?
An inclusive, flexible and future-focused apprenticeship and traineeship system in NSW is essential to meet the changing workforce needs, including new industries and technologies.
The A&T Act Review aims to make the system responsive to the needs of apprentices, trainees, employers and service providers to strengthen training pathways and boost training completion rates.
What will the A&T Act Review focus on?
The A&T Act Review is focused on modernising the legislative framework to ensure it supports a high-quality, accessible and future-ready system.
The A&T Act Review is guided by 5 key reform directions:
We are examining how the A&T Act can better uphold safety, quality and consistency across the system.
We are aiming to set clearer expectations for employers and training providers, so apprentices and trainees get the support they need to succeed.
We are exploring more flexible training options to better reflect how people live, work and learn today.
We are identifying opportunities to streamline processes, reduce barriers to progression, and strengthen support for learners to stay engaged and complete their training.
We are looking at how to simplify administration, improve digital access, and enhance overall system performance so the framework is easier to navigate for learners, employers and providers alike.
Stakeholder consultation
From August to October 2025 the NSW Government consulted with stakeholders who interact with the apprenticeship and traineeship system, including:
- apprentices
- trainees
- employers
- training providers
- industry representatives
- community organisations
- members of the general public.
Feedback was collated via:
- public and anonymous surveys
- consultation response submissions
- targeted engagement through discussion papers and follow-up consultations.
What happens next?
The feedback provided will help shape draft changes to the A&T Act.
