TSR - Long term grazing stock permit

These permits authorise access to travelling stock reserves (TSR) for stock grazing for periods greater than 12 months and up to 5 years. Find out what they involve, and how you can submit a tender.

Tender Process

Long term grazing permits are allocated through a tender process.

Successful submissions are assessed based on selection criteria that determine the annual permit fee and ensures appropriate ongoing management of the TSR. 

Long term grazing permits only apply to a portion of TSR in each Local Land Services region. Additional permits are still available to authorise short-term TSR access for stock grazing and other uses. 

Landholders with long term grazing permits must still obtain a separate permit to move or graze livestock on public roads.

2025 Long term grazing permits

Tender submissions are open from Monday 3 March, 2025 and will close at 11:59pm on Sunday, 30 March 2025.

Successful tenderers will be invited to apply for a permit to commence from the beginning of July 2025.

Search the list of TSR available for long term grazing tender.

You can filter by LLS region and Local Government Area to find available TSR in your area, plus view the Minimum Annual Fee needed for your Permit Fee Offer.

Physically inspect the TSR

You must visit and inspect the TSR to ensure:

  • it is suitable for your planned use
  • you have the capacity to maintain the TSR as required by the permit conditions.

Eligibility criteria

The Tenderer must meet the Eligibility Criteria in Schedule 3 of the Tender Process.

Before you begin, please confirm:

a. the TSR is fenced, and the existing fencing on the TSR is stock proof, or,  
b. I am prepared to undertake maintenance works at my own cost to ensure the existing fence is stock proof for the duration of the permit.

a. there are sufficient stock watering facilities on the TSR, or, 
b. I am prepared to pump or transport water onto the TSR at my own cost to provide adequate water for stock.  

Tenderer details

Permits issued will show legal name, any business trading name or ABN provided, as well as contact details.
Tenderer is:
Name of individual to appear on permit.
Are you registered for GST?

Property identification code (PIC)

Permit holder's PIC will be amalgamated with the TSR PIC upon commencement of permit.
Does the Tenderer hold a valid property identification code (PIC), or can they obtain one?

Residential address

This information will be shown on your permit.

Postal address

Same as residential address?

Do you need to add an additional tenderer to your submission?

The name and address of additional permit holders will appear on issued permits.

Details of the TSR for which you are tendering

Please select your Local Land Services region, Local Government Area (LGA), and nominated TSR. 
You can lodge only 1 tender per TSR area, and tender for no more than 2 TSR areas in total.

Annual permit fee offer for selected TSR

Your tender bid must meet or exceed the minimum annual fee listed alongside each TSR available for long-term grazing.

Permit Fee Offers must:

  • be in Australian dollars
  • be unconditional
  • be a single value (not a value range)
  • be exclusive of GST (if applicable)
  • meet or exceed the minimum annual fee amount
  • be for the whole of the TSR, or area within the TSR, you have selected.

Evaluation criteria

The following Evaluation Criteria will be used to assess suitability:

 

1. What stock will be grazed on the TSR?
2. Which option best describes the grazing practices that will be carried out on the TSR?

4. Which months of the year will stock graze on the TSR?

5. Does the Tenderer have a landholding that is either adjoining or adjacent to the TSR selected?
Are the properties contiguous/connected?
Does the Tenderer reside, or have a landholding, within 50 km of the TSR for which they are tendering?
8. Permit holders are encouraged to participate in Local Land Services TSR pest and weed control programs. If pest or weed management is required to maintain healthy condition of the TSR, does the Tenderer have the capacity, and are they prepared, to undertake pest or weed management as required?
9. Does the TSR contain sensitive riparian areas?
10. If maintenance is required to ensure stock-proof fences for the duration of the permit, does the Tenderer have the capacity, and are they prepared, to undertake maintenance as required?

The Tenderer's submission will be marked as ineligible by the assessment panel.

11. In the last 5 years, has the Tenderer been subject to compliance action involving Local land Services, or under the Local Land Services Act 2013 or Local Land Services Regulation 2014?

By lodging this Tender Submission, the Tenderer:

  1. agrees to be bound by the Terms of Tender in Schedule 2 of the Tender Process for TSR Stock Permits (Long Term Grazing) 2025
  2. declares that the details supplied with the Tender Submission and any supporting documents are true and correct to the best of their knowledge.
  3. acknowledges and agrees that:
    • if they are successful in the tender process, this Tender Submission may be treated as information in support of any application for a stock permit, and
    • they are not an applicant for a stock permit merely because they participate in the Tender Process or are a Successful Tenderer.

Legal reference
Local Land Services has determined that a public tender is a fair and reasonable process (cl. 71(4B) Local Land Services Regulation 2014) of determining the fee for stock permits (called “Long term grazing permits”), that solely authorise a person to graze stock on a controlled travelling stock reserve as per s.79(2)(d)(i) of the Local Land Services Act 2013.
