Local Land Services promotes fair access and allocation of travelling stock reserves (TSR).
Tender Process
Long term grazing permits are allocated through a tender process.
Successful submissions are assessed based on selection criteria that determine the annual permit fee and ensures appropriate ongoing management of the TSR.
Long term grazing permits only apply to a portion of TSR in each Local Land Services region. Additional permits are still available to authorise short-term TSR access for stock grazing and other uses.
Landholders with long term grazing permits must still obtain a separate permit to move or graze livestock on public roads.
2025 Long term grazing permits
Tender submissions are open from Monday 3 March, 2025 and will close at 11:59pm on Sunday, 30 March 2025.
Successful tenderers will be invited to apply for a permit to commence from the beginning of July 2025.

Physically inspect the TSR
You must visit and inspect the TSR to ensure:
- it is suitable for your planned use
- you have the capacity to maintain the TSR as required by the permit conditions.
Prepare your responses
The online form cannot be saved and returned to and must be completed in one session.

Lodge your tender
Use the webform below to submit your a tender for a long term grazing permit on TSR.
You can lodge only 1 tender per TSR area, and tender for no more than 2 individual TSR areas in total.

Legal reference
Local Land Services has determined that a public tender is a fair and reasonable process (cl. 71(4B) Local Land Services Regulation 2014) of determining the fee for stock permits (called “Long term grazing permits”), that solely authorise a person to graze stock on a controlled travelling stock reserve as per s.79(2)(d)(i) of the Local Land Services Act 2013.
