Introduction
This project tested internet coverage for mobile phone users travelling on NSW trains. The data allows Transport for NSW to better understand our customers' experiences.
The project captured data on how 3G and 4G networks performed for each of the mobile operators. The data will help the NSW Government to make investments, based on clear evidence, that will improve connectivity on our railway. It will also reduce duplication of mobile coverage costs for government agencies.
Challenge
Transport for NSW (TfNSW) saw that there was an opportunity to improve digital connectivity on regional rail networks. Getting people to the places they want to go, when they need to be there, is the foundation of rail connectivity. Making sure people can connect digitally while travelling is an important part of the experience.
TfNSW wants to provide its customers with a better mobile experience on regional rail. It wants to improve areas where there are mobile blackspots and limited services.
Poor digital services on regional rail goes beyond the frustration of not being able to text, call, stream, or use applications. One of the key benefits of choosing public transport over driving is the ability to remain productive while travelling. Limited connectivity reduces the viability of this option. This could inhibit regional economic development.
Solution
TfNSW partnered with NSW Telco Authority in accordance with the NSW Connectivity Strategy. NSW Telco Authority provided TfNSW with a 'find and fix' report. This contained a data-driven review and analysis of connectivity across more than 4,200km of regional rail network.
The project captured 3G and 4G performance data from each of the mobile operators across more than 4200km of the regional rail network. The analysis noted any patchy connectivity to the 3 major mobile carriers. It was the same along many segments of the rail network and on major nearby roads.

This dataset and rail network coverage maps have been added to the NSW Spatial Digital Twin. The data is available to TfNSW and other government agencies for analysis and strategic planning.
The insights gained from this work will be used to target future investments in connectivity. It will in turn improve the travel experience for customers.
TfNSW and NSW Telco Authority will continue working towards a solution. The innovative technology used will brings the best of government and industry together. It will provide regional NSW with better connectivity supported by improved digital infrastructure.
