Information for sharing scheme operators

Transport for NSW is implementing a statewide regulatory framework for sharing schemes from 14 August 2026.

Operator accountabilities

Sharing scheme operators play a key role in delivering safe, accessible and sustainable transport options across NSW.

Under the framework, you are accountable for:  

  • seeking approval from Transport to provide services in the state
  • seeking authorisations from authorities to provide services in areas of operation
  • adhering to legislation, regulations and conditions set by authorities, including:  
    • parking arrangements
    • no-go and go-slow zones
  • providing and maintaining a fleet of devices
  • ensuring helmets are attached to every device when it is made available for hire
  • collect fees from riders and provide related customer service  
  • respond to community complaints about:  
    • incorrectly parked devices  
    • the condition of your fleet, and
    • crashes
  • pay fees to authorities and Transport (in line with the regulations)
  • provide Transport with fleet data
  • provide reports to Transport on safety incidents
  • submit de-identified customer complaints reports.

Apply for approval to operate in NSW

Shared e-bike scheme operators must apply to Transport for NSW for approval to operate in NSW.

Before approving an application, Transport for NSW will assess whether the operator meets the vehicle sharing service standards set out in Part 8A of the Road Transport (General) Regulation 2021.

A single statewide approval confirms that a shared e-bike scheme operator:

The approval process helps ensure operators meet the NSW Government's minimum safety requirements, giving councils, riders and the community confidence in shared e-bike services.

How to apply

Assessment and notification process

Transport for NSW will assess each application based on:

  • legislative requirements  
  • regulatory standards.  

The assessment may include:

  • an operator's track record
  • preparedness to operate
  • safety measures
  • ability to comply with approval conditions.

Transport for NSW may ask for more information before notifying operators of the outcome by email.

Operators will either:

  • receive an operator approval, or
  • be notified of the reasons their application was refused.

Transport for NSW has 60 days to decide an application. If a decision is not made within this timeframe, the application will be considered refused.

Approved operators will be added to the Operators Register, which includes:

  • the operator's details
  • approval status
  • approval expiry date.

Transport for NSW will also onboard approved operators to the Shared Mobility Management Platform. This enables operators to meet their fleet data reporting obligations.

Authorisations, data requirements and fees

Seeking authorisations to operate

Once approved by Transport for NSW, shared e-bike scheme operators can apply to councils and State Government land managers for authorisation to operate in their areas.

When applying for an authorisation, operators must notify Transport for NSW. This allows Transport to work with the relevant authority to develop or update authorisation conditions, including parking arrangements where needed.

Authorities must decide an authorisation application within 60 days, unless it is unreasonable to do so. If no decision is made within 60 days, the application will be considered refused.

After receiving an authorisation, operators must provide the authorisation details to Transport for NSW. This helps ensure operators are not penalised for operating in authorised areas. Transport will then onboard new authorities to the Shared Mobility Management Platform.

Appealing a refusal to authorise

If your application for an operating authorisation is refused, you can apply to Transport for a review of the decision. Further information on this process will be provided shortly.

Data reporting obligations

Approved shared e-bike scheme operators must provide data to Transport for NSW in accordance with regulatory requirements and the NSW Micromobility Data Implementation Specification.

This includes:

  • fleet and device data
  • reports on customer complaints
  • reports on safety incidents.

Operators must upload this information to the Shared Mobility Management Platform.

Transport for NSW will use information from complaints and safety incident reports to evaluate the regulatory framework. This also identifies opportunities on how to improve shared e-bike services across NSW.  

 

How to meet data reporting and system requirements

Transport for NSW will work with approved operators to establish a data feed to the Shared Mobility Management Platform. The data feed will be tested to ensure the quality of the data meets the NSW Micromobility Data Implementation Specification (PDF 804.82KB) requirements.

If a technical outage or other issue affects your data feed, you must notify Transport for NSW as soon as possible. Reporting early helps to avoid compliance action.

Approved operators must also:

  • report safety incidents
  • submit de-identified customer complaint reports.

To ensure riders receive accurate information about where they can ride and park, and current operating conditions, operators must ensure their operating systems and rider apps are up-to-date.

Paying fees

Approved operators must pay fees to both Transport for NSW and the relevant authorities. Fee notices will be issued quarterly, with the first notices issued in 2027.

Fees are based on the number of trips taken on an operator's shared e-bikes and include:

  • up to $0.60 per trip across NSW, payable to Transport for NSW
  • up to $0.20 per trip that starts within an authorised area, payable to the relevant authority.

Trip data from the Shared Mobility Management Platform will be used to calculate fees, ensuring a consistent approach for all parties.

Educating riders

Operators play an important role in promoting and enabling road safety outcomes.

Pre-ride safety messages must be displayed by operators in their rider apps. These safety messages are set by Transport, according to regulation.

In addition, you are encouraged to work with authorities to engage with local communities and deliver education and communication initiatives in areas of operation.

This may include in local communities:  

  • learn to ride sessions
  • pop-up engagement sessions.

Funding is available for authorities through the Sharing Scheme Grant Program.

Your fleet allocation

Transport will work with authorities to establish area fleet targets and fleet allocations for operators.

Support for operators

Transport for NSW has established a Sharing Schemes Program team to support operators.  

The team can assist operators to:

  • engage with new authorities
  • address implementation and operational challenges
  • support the uptake and expansion of shared e-bike services across NSW.
