Statement on independent report into Skyview Apartments
Today the NSW Building Commissioner David Chandler released the independent report into the basement remediation of structural issues at the Toplace Skyview apartment development in Castle Hill.
Commissioner Chandler recently commissioned experts in building and engineering Professors Mark Hoffman, John Carter and Stephen Foster to review the independent engineering report by Rincovitch Engineers.
Rincovitch Engineers were engaged by the developer Toplace in response to a written directions notice issued by the project's principal certifier, City Plan Services, to provide an independent appraisal and advice on remediation of structural issues in the basement levels of the Skyview development.
The report by Professors Hoffman, Carter and Foster advises the NSW Building Commissioner of residual concerns regarding building issues at the Skyview development.

Last week the Building Commissioner issued an Occupation Certificate Prohibition Order on the Skyview apartments complex after receiving this independent report.
The Building Commissioner has been assured by the company that they intend to stand by their building and that they will address the matters raised in the report as part of an agreed enforceable undertaking.
The Office of the Building Commissioner and NSW Fair Trading will work with Toplace to formalise their undertaking, which will be made public, and will then review the prohibition order.
