The Housing Appeals Committee is an independent agency that deals with appeals from people unhappy about a decision of their social housing provider.

The Housing Appeals Committee will be closed from Monday 23 December 2024 to Friday 3 January 2025.

We will reopen on Monday 6 January 2025.

The Housing Appeals Committee (HAC) is an independent agency that hears appeals from anyone who is unhappy with an internal appeal decision made by Homes NSW or a registered provider of Community Housing.

Our service is free, informal and accessible.

How to make a Second Tier Appeal


1.    Check if you can appeal the decision.
2.    Make sure your social housing provider has completed a First Tier review.
3.    Ensure your appeal is within the allowable period.
4.    Confirm that your appeal is not subject to an order by the NSW Civil and Administrative Tribunal.

You can download a Second Tier Appeal form and send your appeal by mail.

We helped a refugee couple who escaped the war from the former Yugoslavia with a priority housing issue. After we raised concerns about the wife’s acute post-traumatic stress symptoms and medical problems, Homes NSW agreed to change their decision and have the couple approved for priority housing.
