Program objective
The Leading Community Demonstration Site Grant is designed to support the delivery of a new service model for Aboriginal families who need support to resolve their housing needs, whilst addressing at least one other social matter nominated by the Aboriginal organisation on behalf of the community.
This grant will be Aboriginal led co-designed by the community, AHO and other Aboriginal services, Government and non-government organisation partners.
Aboriginal Organisations can apply for funding in relation to the following Program Objectives:
- Building on the foundations and momentum of the SFSC, AHO’s 10-year Housing Strategy Four Pillars initiatives to improve Housing Solutions, Client Outcomes, Sector Development and Data Evidence.
- Advance community led objectives and targets outlined in Closing the Gap or the sector nominated Top 10 Priorities
- Demonstrate the NSW Government’s & AHO’s commitment to providing culturally appropriate support and improve Aboriginal peoples experience and outcomes
- Support Aboriginal Organisations with co-designing services for Aboriginal families to resolve their housing needs whilst addressing social matters within the Aboriginal community
- To manage a fair, transparent, and auditable process in the identification of suitable Aboriginal Organisation for the allocation of LCDS funding.
This program is administered by Department of Communities and Justice.
Eligibility
Who can apply
Applicants must meet the Mandatory Criteria to be considered eligible, including:
- must be located in NSW
- must be an Aboriginal Organisation as defined in NSW Aboriginal Procurement Policy (must be able to provide evidence)
- must show evidence of how the organisation is currently working and / or have worked within the community in the past.
- must be able to show evidence which includes locations, community cohorts, partnered stakeholders / providers your organisation has worked with in the past to support the community in the form of support letters and the like
Types of projects funded under this grant
Healthy, safe and stable housing is vital for the wellbeing of Aboriginal families, it is a great starting point, but it takes more than a home to have a strong family and community.
As part of Strong Family, Strong Communities, the Aboriginal Housing Office wants to work with a community keen to design a new service to support their mob.
The idea for the new service is to improve your housing solutions and support you with another social matter impacting your community to make life better for you and your mob into the future.
We want to work with your community, peak bodies and key NSW Government organisations using an Aboriginal led co-design approach to help develop a culturally appropriate services that are right for your local community.
We’re calling for Expressions of Interest from communities and Aboriginal Organisations who would like to host a LCDS pilot.
We would like to co-design services with a selected community / Aboriginal Organisation, so the initiative is delivered in a way that works for your community.
By expressing your interest to host the site, you can decide who the service is for, what it does, how and where it is delivered, and who you will work with in partnership with the AHO and NSW Government.
We would like to hear from Aboriginal Organisations interested and experienced in working in partnership to achieving positive outcomes for Aboriginal families.
You must be able to show evidence of how your organisation is currently working and / or have worked in community in the past. If your organisation does not have previous experience, then you must be able to outline how your organisation intends to work with community with this initiative, for example supporting letters from other organisation, community surveys etc.
The AHO is committed to taking a flexible, local, Aboriginal led co-design approach which promotes self-determination to achieve positive outcomes for Aboriginal families and communities.

Throughout the application, applicants may need to include the following attachments:
- Support Letters.
- Business Plan or Latest Annual Report.
- Third Party Quotes.
- Evidence of organisation being an Aboriginal Business.
- Evidence of organisation working with in the past or currently working with local stakeholders to support the Aboriginal Communities in the proposed project location.
- Evidence of primary housing need/s and community social need/s.
- Evidence of previous community initiatives your organisation has delivered.
Address the eligibility criteria
Each applicant, as part of an application response, must confirm that they meet the eligibility criteria.
Applicants that do not address the eligibility criteria in full may be excluded from the application process at the department's discretion.

Weighted Criteria
Initiative - 25%
- Meets the objectives addressing social needs and what outcomes will the initiative achieve.
- Clearly demonstrates an initiative / solution including co-design that maximises benefit to the community.
- Evidence of community consultation and the initiative is supported by the community.
Capacity and Capability - 25%
- Relevant initiative experience, delivery team including partner (co-design) and references.
- Previous experience.
Budget - 25%
- Is within the allocated budget amount.
- Budget is reasonable and realistic.
- Quotes to support the activities / detailed budget aligned with the project activities.
- Value for money.
Benefits and measures of Success - 15%
- Clearly outlines how the activity will benefit and have positive outcomes for the community.
- Clearly outlines the desired outcomes, data collection and how they will be measured.
Risk Mitigation - 10%
- Must consider all potential risks for initiative and outline them in risk register template, identify clear consideration and mitigation for risks.
