Program objective
The Minister for Emergency Services Discretionary Fund provides grants to projects or programs that support the work of emergency services, other emergency management organisations, and those supporting community resilience to natural disasters.
The NSW Reconstruction Authority administers the funding on behalf of the minister and provides probity and assurance in decision making to the minister to award funds.
Eligible recipients
Recipients for this grant are selected by ministerial discretion to meet the fund objectives.
Eligible recipients may include:
Community and volunteer organisations
Eligible organisations include volunteer and community-based organisations that are not-for-profit and can demonstrate a financial need.
Requests for grants may come directly to the Minister’s Office from volunteer and community organisations or from local Members of Parliament. Volunteer organisations may be asked to rank funding requests if they have submitted more than one request.
A community-based organisation is defined as:
- registered with the Australian Charities and Not for Profits Commission (ACNC)
- Incorporated Associations and Co-operatives registered with Fair Trading NSW
- registered with the Office of the Registrar of Indigenous Corporations (ORIC)
- Aboriginal Community Controlled Organisations (ACCO)
- Aboriginal Community Controlled Health Organisation (ACCHO)
- Unincorporated Associations if auspiced by an incorporated peak body.
Emergency management agencies
Funding may also be allocated to government agencies within the emergency management portfolio for projects and programs that have not otherwise been funded through core agency budgets. Such requests must be supported by central management of the relevant agency.
Emergency service agencies may also identify suitable projects for which funding is not available in their budget. The project or program cannot receive funding through the budget process or core agency budgets.
Eligible projects
The project or program must support the work of emergency services, emergency management organisations or community organisations helping to build community resilience through prevention, preparedness, or community recovery activities.
The project or program should not, by nature, be part of a capital expenditure program of a government agency.
Applicants will be provided with a template to submit requests for grant funding. Applications will not be accepted in any other form.
Funding decisions
Funding decisions may occur at any time during the financial year and no later than 31 May to ensure disbursement of funds prior to year-end.
This program is funded and administered by NSW Reconstruction Authority.
