Program objective
The performing arts and other cultural organisations that have a dependence on earned income were heavily impacted through the restrictions implemented to limit the spread of COVID-19.
Some organisations that continued to operate have drawn down on their reserves making them vulnerable to the continued impact of audience hesitancy and reduced engagement.
This has also impacted on the ability of arts and cultural organisations to be able to take risks in engaging audiences, developing artforms and practice, as well as engaging and maintaining staff.
This targeted audience development funding supports Regional Arts Development Organisations to engage and develop audiences in partnership with their regional stakeholders.

Eligibility
Who can apply
To be eligible for funding the organisation must
- be NSW-based Regional Arts Development Organisation (RADO);
- have an ABN; AND
- have been invited to apply for this stage of funding.
Who can’t apply
This funding is limited to NSW Regional Arts Development Organisations.
Types of projects funded under this grant
The funding can be used to
- support new and existing programs focused on developing and maintaining regionally based audiences*
- provide targeted support to individuals and groups in the ‘small-to-medium’ sector in regional NSW in recognition of their role as important generators of cultural and artistic activity across the state. These programs should respond to a demonstrated need within a RADO’s region.
*audiences can be defined as participants in your programs/workshops in addition to the those attending performances and events
What can’t you apply for
Costs that are not directly associated with the implementation or delivery of the project.
Operating expenses such as rent, insurance, electricity, water, rates or funding towards the running of other programs within the organisation.

What your application needs to include
- A brief outline of your current audience’s needs and areas of potential development.
- A timeline of program delivery to address identified audience need and development.
- Where any planned activity supported by this funding will take place (location).
- How the planned activity will support the NSW ACFP Key Priority Areas.
- A copy of your most recent audited accounts.
- A timeline of your proposed activities.
Audience Development Funding Checklist
- Have you clearly articulated your audience and their needs?

- Have you articulated the impacts you expect to make with your programs and how you will measure them?

Applications will be assessed against the following criteria:
1. Need
Has the need for this program been adequately substantiated?
2. Impact
Does the proposed program address the identified needs and have the benefits been identified?
3. Timeliness
Will the project be delivered within the specified time frame?

Successful applications will be decided by: The Minister for the Arts
Applications will be assessed by a minimum of two Create NSW staff members who will make recommendations for funding based on the published criteria for this Program.
Create NSW may request additional information from applicants or from any other source.
Create NSW may also seek advice from other NSW Government agencies or other third parties (such as external probity advisors) to assist and validate the assessment of applications and ensure appropriate oversight and assurance of the entire grants process.
All parties involved in the assessment process will be required to make a full.
If an application is missing information or is incomplete, Create NSW may, in its sole discretion, work with applications to clarify any missing or incomplete information.
Successful applicants will be required to do a milestone report in 2023 on any activity that has taken place and a report in June 2024 on the impact of the funding. These commitments will be reflected in the funding agreement.
