Program objective
A special infrastructure contribution (SIC) is determined under the Environmental Planning and Assessment Act 1979. It is one way the NSW Government ensures funding is available for key state and regional infrastructure required to support growing communities, allowing priority infrastructure to be delivered at the same time as development.
A special infrastructure contribution is collected from specific development types in a Special
Contribution Area (SCA). The details relating to the nature of the contribution including the rate,
types of applicable development and the identified list of projects that can be funded are defined
within the relevant SIC Determination.
The NSW Government had collected more than $598 million in SICs as of June 2023. The SICs program has contributed $364 million towards building or upgrading infrastructure, and developers have provided works valued at another $401 million in place of cash payments.

Eligibility
For applicants to be eligible to nominate projects they must be:
- a NSW government agency with a capital program
- a local council within a Special Contribution Area (SCA)
- Office of Strategic Lands
The nominations covered a range of project proposals for State and regional infrastructure, including:
- Regional roads, intersections and bridges
- Public transport infrastructure
- Regional walking and cycling infrastructure
- Land acquisition and planning and design for other infrastructure (health, education, emergency services & justice, open spaces)
Who can apply

- local councils outside a Special Contribution Area (SCA)
- Individuals or groups of individuals
- Unincorporated organisations
