Program objective
Program Objectives
The Start Strong for Community Preschools program provides funding to deliver affordable quality preschool education for 3 to 5 year old children enrolled in eligible community and mobile preschools in NSW. The program aims to:
- improve the affordability of preschool education
- support quality uplift in preschool education
- drive improved outcomes for children
- incentivise increased enrolment and attendance in quality preschool programs in the years before school.
The 2023 Start Strong for Community Preschools program operates from 1 January 2023 to 31 December 2023.
Services are required to expend all annual Start Strong funding in accordance with the spending rules (see 4.1 Spending Rules) during the relevant program period. The department understands that some providers may have a surplus at the end of their reporting period which needs to be returned to the department according to the 2023 Early Childhood Outcomes Program Funding Agreement Terms and Conditions.
Surplus Application Overview
The purpose of this form is for approved services that received 2023 Start Strong for Community Preschools funding to request approval to retain a surplus as outlined in section 4.6.1 Surplus and Refunds.
The information submitted in this application will be assessed against the service's annual acquittal information, program's objectives and spending rules. The approval of surplus funds application is at the discretion of the department.
