What is the NSW Public Sector Capability Framework?

The NSW Public Sector Capability Framework helps agencies attract, recruit, develop and keep skilled staff. It provides a clear structure for building a capable and responsive workforce.

You can use the framework to:

  • design roles and write clear role descriptions
  • recruit and promote staff
  • support performance development
  • move staff between roles
  • plan learning and development
  • guide career planning conversations
  • plan and manage your workforce.

The revised Capability Framework

The Office of the Public Service Commissioner is pleased to launch the reviewed NSW Public Sector Capability Framework.

Following a comprehensive review, the revised Capability Framework maintains its familiar structure with the same 20 core capabilities across 5 capability levels while introducing important updates to reflect the knowledge, skills and behaviours required for the NSW public sector.

These updates are focused on three key areas:

  • digital and data literacy- to better embed digital and data capability requirements
  • customer service - to better capture the way government serves its customers
  • diversity and inclusion, including incorporating cultural capability to reflect our commitment to inclusion.

Enhancements have also been made across areas of leadership, change management, ethical behaviour, strategic workforce planning, and psychological safety.
