TSR user requirements
Permit and legal
- Obtain a valid permit before accessing TSR with stock (permits are non-transferable).
- Comply with any directions from Authorised Officers or Local Land Services staff regarding TSR management. Failure to comply with directives may result in fines or the suspension or cancellation of any permit held.
- Maintain public liability insurance of at least $20 million and understand indemnity obligations.
- Provided it has complied with it obligations under the Local Land Services Act 2013, Local Land Services will not be responsible for any loss or injury resulting from pesticides or chemical on any TSR.
Stock management
- Ensure stock biosecurity requirements are met, including the use of approved tags for traceability under the NLIS.
- Review permit conditions regarding lambing or calving on TSR, as conditions may vary
- Do not exceed permitted stock numbers or stay for longer than permitted durations without Local Land Services approval.
- Ensure stock welfare, including regular health checks, water access, and appropriate grazing practices.
- Regularly assess water sources and pasture conditions.
- Do not supplementary feed stock, except for approved mineral supplements or other approved feed.
- Ensure proper disposal of carcasses.
Land management
- Keep the TSR clean by ensuring removal of any rubbish and waste.
- Prevent overgrazing by taking measures such as adjusting grazing practices based on seasonal conditions, moving stock during dry periods to minimise damage to pastures, in particular sensitive areas.
- Take reasonable steps to protect the environment, including avoiding damage to vegetation, minimising disturbance to wildlife, controlling the spread of weeds and pathogens.
- Avoid grazing in erosion-prone areas, such as steep slopes and riparian zones, especially during wet conditions.
- If the TSR contains endangered species or critical habitats, comply with all relevant legislation, follow all protective measures and recovery plans provided by the relevant authorities.
- Maintain the condition of fencing and gates, ensuring they are stock proof.
- Do not erect any structures without Local Land Services approval.
- Do not damage or interfere with infrastructure (including gates, fencing, and water sources).
- Do not clear timber or vegetation (excluding controlling weeds), including slashing of native grasses or cultivating fire breaks.
- Do not remove dead timber (supports wildlife habitat).
- Do not carry out any hazard reduction burning without prior consent and approval from Local Land Services and the Rural Fire Service.
- To minimise the spread of weeds and pathogens, always clean vehicles, equipment, and footwear before entering or leaving the TSR.
Community responsibility
- Always ensure sufficient supervision of livestock.
- Allow public access during daylight hours; gates must remain unlocked (noting that special conditions apply to TSR in the Western Division) .
- Respect and protect cultural heritage sites .
- Follow all instructions regarding pest and weed management.
- Preserve water meant for livestock.
- Swimming is not allowed in reservoirs or tanks on TSR.
- Do not remove or interfere with TSR signage or markers.
- Do not hunt or use firearms (prohibited on TSR unless authorised in accordance with the applicable legislation).
Communication and record keeping
- Maintain accurate records of stock and land management activities as required.
- Keep Local Land Services updated on your current contact details.
- Ensure appropriate signage, e.g. for walking and roadside grazing and RSMP.
- Obtain approval before returning stock to the TSR following bushfires or other natural disasters.
