Program objective
The Regional Transport Resilience Fund (RTRF) supports 4, highly impacted Central West NSW local government areas (LGAs), Cabonne, Parkes, Forbes and Lachlan.
The RTRF aims to deliver betterment works to infrastructure assets so they can withstand future natural disasters. The RTRF will:
- reduce future costs of natural disasters on asset restoration
- reduce incidents, injuries and fatalities during and after natural disasters
- improve asset utility and connectivity during and after natural disasters.
The RTRF forms part of the $100 million Central West Recovery and Resilience Package.
A total of $32 million has been committed by the Australian and NSW Governments under the Disaster Recovery Funding Arrangements, to support the betterment of eligible essential public assets (road and transport infrastructure) that were directly damaged by Australian Government Reference Number (AGRN) 1030 and AGRN 1034 flood events in August and September 2022.
This program is administered by NSW Reconstruction Authority and Transport for NSW.

Eligibility
RTRF funding is available under the jointly funded Disaster Recovery Funding Arrangements to:
- Cabonne Shire Council
- Forbes Shire Council
- Lachlan Shire Council
- Parkes Shire Council.
To meet the RTRF funding requirements, councils must have an eligible Immediate Reconstruction Works (IRW) or Essential Public Asset Restoration (EPAR) on an Essential Public Asset directly damaged by AGRN 1030 and AGRN 1034 floods in August and September 2022 to bring it back to the asset’s pre-disaster function.
This is often referred to as Category B works delivered under the Disaster Recovery Funding Arrangements.

Types of projects funded under this grant
- Stabilisation works to address high-risk slopes where they form part of the essential public asset, vulnerable during natural disaster events.
- Raising the level of key vulnerability points on the road network to mitigate community connection risks due to flood.
- Strengthening road pavements, such as stabilisation, to improve resilience of road assets during flood and fire as a general measure to ensure timely recovery when flood and fire events occur.
- Installing flood mitigation and other resilience infrastructure to mitigate flooding risks impacting transport infrastructure such as improved drainage.
- Upgrades to road corridors to provide improved resilience through enhanced culvert and drainage performance.
- Low level bridge replacements and upgrades on key corridors where bridge assets are vulnerable to natural disaster.
What can't you apply for
- Infrastructure that does not meet the Disaster Recovery Funding Arrangements (DRFA) definition of an essential public asset.
- Infrastructure that does not meet the eligibility requirements for DRFA Category B funding (IRW or EPAR).
- Items that are not owned and maintained by the local Council and are not within LGA’s listed.
- Infrastructure that has not been directly damaged by Australian Government reference number (AGRN) 1030 and/or AGRN 1034.

RTRF officially launched on Monday 8 April 2024.
Applications can be sent to: rtrf@transport.nsw.gov.au.
Transport for NSW has been working with eligible councils since early 2024 to identify opportunities for betterment projects and will support councils to make a submission for Category D (Betterment) funding under this package.
Councils will need to submit project proposals by Friday 21 June 2024.

After the application is submitted
To determine the funding allocations under the RTRF, Transport for NSW will be employing a 2-phase assessment process.
Phase 1
The first phase will be an eligibility assessment which will be conducted by TfNSW Disaster Recovery assessors and will run parallel with the current assessment process for Category B projects against the DRFA requirements.
Phase 2
The second phase will be conducted by an assessment panel and will assess the submissions against five criteria.
